Required Skills & Experience
• Bachelor's degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science
• 5+ years of experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on similar projects
• 2+ years of experience as a Quality Control Manager
• Strong knowledge of USACE/NAVFAC 3-Phase Quality Control System
• Familiarity with EM 385-1-1 safety standards
• Ability to read, interpret, and review construction drawings, specifications, and contract documents
• Experience managing quality plans, inspections, corrective actions, and project closeout processes
• Excellent written and verbal communication skills
• Strong analytical, problem-solving, and resolution skills
• Experience working on sensitive and critical infrastructure projects
• Active Secret or Top Secret/SCI Clearance required
• Ability to obtain PSD Clearance
• Ability to pass government security investigation and background check

Job Description Insight Global is seeking a Quality Engineer Manager (QEM) for a leading engineering, construction, and critical infrastructure client. This candidate will serve as the primary quality leader on highly secure, mission-critical construction projects, ensuring all work complies with contractual requirements, quality standards, and government regulations. The ideal candidate will drive project quality initiatives, implement the USACE/NAVFAC 3-Phase Quality Control program, lead inspections, manage corrective actions, and partner with construction and engineering teams to deliver exceptional results.
This role requires a hands-on professional with extensive construction quality experience, strong leadership capabilities, and an active Top Secret/SCI clearance to support sensitive government projects.
Day-to-Day:
• Lead implementation of the Quality Management System at the project site
• Develop and maintain project-specific Quality Plans
• Manage document control and quality records
• Oversee non-conforming work, corrective actions, and preventive actions (CAPA)
• Conduct Preparatory, Initial, and Follow-Up inspections under the 3-Phase QC process
• Create project-specific installation checklists for field teams
• Perform detailed inspections of installed work and procured materials
• Collect, analyze, and report quality inspection data
• Manage discrepancy notices and corrective action reports
• Coordinate with project teams to ensure compliance with contract requirements
• Participate in engineering deliverable reviews, including drawings, specifications, and submittals
• Support third-party testing and design reviews
• Lead quality initiatives and continuous improvement efforts
• Participate in ORM and daily safety meetings to address quality concerns
• Prepare daily quality reports and weekly inspection logs
• Manage project punch lists and closeout activities
• Interface directly with owners and end users to resolve quality concerns
• Support internal quality audits and compliance initiatives
