Purpose and Scope
The Engineer 3 Project Manager for the Kennedy Propellants and Life Support Services (KPLSS II) program will be part of a fast‑paced environment and lead complex projects to successful completion at NASA’s Kennedy Space Center (KSC) FL. This role requires expert level skills in Earned Value Management (EVM), risk mitigation and foundational project management methodologies. The ideal candidate will demonstrate strong project controls experience with both facilities and hardware type projects, exceptional communication skills, and the ability to work effectively with cross‑functional teams.
EssentialResponsibilities
- Lead complex planning, scheduling, execution, and completion of projects aligned with the organizational goals.
- Develop and manage project charters, schedules, budgets, resource plans, and baselines.
- Apply expert level EVM to track performance, identify variances and drive corrective actions.
- Maintain cost, schedule and scope controls using established project management frameworks.
- Identify, evaluate, and mitigate project schedule and technical risks; maintain risk registers and ensure effective response strategies.
- Provide status updates, maintain dashboards for ease of reporting, and executive level reporting to stakeholders.
- Facilitate cross‑functional communication and ensure alignment throughout the project lifecycle.
- Promote and apply best practices from agile, hybrid and other project management methodologies.
- Support ongoing improvements to project management processes.
Bachelor’s degree in an engineering, or technically related field, plus a minimum of 5 years’ project management experience in managing complex, multi-workstream environments. Demonstrated expert level proficiency in EVM and project controls. Strong experience with quantitative and qualitative risk management methods. Proficiency with project management tools such as Primavera, MS Project, Excel, Power Bi, Smartsheet or Jira. Strong written and verbal communication skills with the ability to influence stakeholders.
Demonstrated ability to interface with engineering teams to interpret requirements, evaluate technical data and support design reviews. Experience in preparing detailed engineering estimates, project schedules identifying major milestones, developing technical performance measures, and integrating into a project plan/baseline. Ability to collaborate with engineering, maintenance, and operations teams to translate technical scope into cost, schedule and risk artifacts. Ability to travel as needed.
Position may require the ability to pass and maintain a Security Clearance. Must be able to successfully pass a National Agency Check with Inquiries (NACI). US citizenship is required for restricted area access. A driver's license is required to independently travel onto and around KSC property.
Local candidates unless willing to relocate - no relocation allowance provided. Experience supporting aerospace ground operations, facility systems upgrades and/or infrastructure modernization efforts. Familiarity with engineering documentation such as Technical Briefs, design packages, models, drawings, and configuration management processes. Knowledge of system maintenance, inspection requirements and compliance standards (ASME, NASA or equivalent). Experience managing projects involving mechanical, cryogenic, pneumatic, hydraulic, and electrical systems.
Working understanding of system safety engineering, including hazard analysis, failure modes evaluation and corrective action development. Background in coordinating engineering support for launch site operations, maintenance, planning and/or system readiness activities. Experience implementing blended or scaled agile methodologies. Working knowledge of NASA, DoD or Aerospace industry technical standards, especially regarding safety, materials, mechanical systems and pressure systems. Familiarity with engineering tools such as CAD platforms (Solid Works, CREO, AutoCAD), modeling, and/or system simulation.
