Purpose and Scope:
The Cost Estimator II delivers accurate, discipline‑wide construction cost estimates that support the planning and execution of industrial facilities maintenance and infrastructure projects. The role performs comprehensive quantity take‑offs, analyzes labor, material, equipment, and productivity factors, and applies established estimating tools and standards to generate reliable ROM and task‑level cost data. Working closely with project stakeholders and customers, the position ensures estimates align with defined scope, schedule, and budget requirements while maintaining thorough documentation and contributing to timely project delivery.

Responsibilities
  • Perform construction cost estimating activities in support of industrial base operations and maintenance of facilities infrastructure.
  • Complete full quantity take‑offs to support accurate estimates for all disciplines in industrial projects, including civil and site work, structural, concrete, envelope, finishes, mechanical, and electrical.
  • Provide critical thinking, analytical, and communication skills in support of project objectives.
  • Maintain close attention to detail, manage time, and meet aggressive deadlines.
  • Exhibit proficiency in the utilization of RSMeans estimating software.
  • Ensure assigned projects are completed on time and within approved scope and budget.
  • Establish and maintain a filing system or database as needed for tracking project status.
  • Develop, maintain, and produce documentation to support ROM and task plan efforts.
  • Interface with customers to comply with scope and schedule requirements.
  • Perform all other position‑related duties as assigned or requested.
Required Education, Certifications, and Experience

Bachelor of Science degree in Engineering, Construction Management, or a related field. Equivalent experience may be substituted for the degree. Five or more years of job‑related experience. Experience in HVAC and Fire Protection construction preferred. Demonstrated experience navigating all sections of cost estimating software.

Required Minimum Position Knowledge, Skills, and Abilities
  • Proficient working knowledge of RSMeans or similar construction cost estimating software.
  • Good communications and analytical skills.
  • Working knowledge of computer systems and integrated software application programs.
  • Working knowledge of MS Office Suite.
  • Demonstrated experience in meeting schedule deadlines.
Other Requirements

Must be a U.S. citizen and able to obtain and maintain required clearances or badges as required. Must be able to communicate in English, both verbal and written, effectively. Must possess and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands

This position involves typical office work with no unusual hazards; occasional lifting up to 20 pounds. Work requires constant sitting and use of a computer terminal, screening documents, and communicating orally. Mental alertness, planning, organizing skills, and the ability to work under deadlines are necessary. Field work consists primarily of site walk‑downs in support of design projects and system troubleshooting. Site hazard training and personal protective equipment are provided.
