Position Purpose The Government Affairs Lead is an enterprise‑level, strategic role responsible for maximizing Owens Corning's influence as a leading building products manufacturer across the policy and trade association landscape. The role shapes and advances policy advocacy and trade association strategies that support long‑term growth, protect market access, and reinforce Owens Corning's competitive advantages. This includes influencing legislative, regulatory, incentive‑based, insurance‑driven, and standards‑based policy outcomes that directly affect the building products industry.
The position spans multiple businesses and trade associations and is a key enabler of Owens Corning's standardized operating model for external engagement, ensuring advocacy efforts are enterprise‑aligned, intentional, scalable, and focused on the issues that matter most to the business.
What Success Looks Like Owens Corning is positioned for maximum influence across trade associations, policy forums, and standards‑based processes that are most critical to business performance. External engagement is enterprise‑aligned, intentional, and repeatable, rather than dependent on individual roles or relationships. Business leaders have clear ownership of priorities and decisions, supported by strong enterprise‑level governance, advocacy, and coordination. Policy objectives—whether legislative, regulatory, incentive‑based, insurance‑related, or standards‑based—are integrated and mutually reinforcing, rather than operating in silos.
Engagement intensity and focus are aligned to business priority, risk, and opportunity, not equally distributed across all issues or businesses.
Key Responsibilities Enterprise Trade Association Strategy & Influence Develop and advance enterprise‑level strategies for engaging trade associations as platforms for influence. Advise on governance structures, committee participation, leadership roles, and escalation pathways to ensure Owens Corning is positioned to shape outcomes. Align trade association engagement with enterprise priorities, business strategies, and long‑range growth objectives. Partner with business leaders to determine where trade associations provide the greatest leverage against priority risks and opportunities.
Policy & Advocacy Strategy Monitor, analyze, and assess legislative, regulatory, and policy developments affecting Owens Corning's businesses, customers, and end‑markets. Partner with business leaders, Legal, Sustainability, and other functions to develop integrated advocacy strategies addressing key policy objectives, which may include: manufacturing competitiveness and housing affordability sustainability initiatives (e.g., recycled content, circularity, EPR) incentives and tax credit structures insurance‑driven building requirements building codes and product standards adoption Coordinate engagement through trade associations, coalitions, and external advisors to advance aligned policy outcomes.
Cross‑Business Enterprise Alignment Provide enterprise‑level policy insight, issue framing, and context to inform business‑led prioritization and decision‑making. Enable visibility, consistency, and alignment across businesses on policy and trade association activities. Support coordinated enterprise positions while respecting business ownership of priorities. Governance, Risk, and Operating Model Enablement Ensure adherence to lobbying, disclosure, and trade association governance requirements. Institutionalize scalable processes, playbooks, and engagement frameworks that support consistent execution across the enterprise.
Strengthen continuity by reducing reliance on individual facilitation and enabling repeatable engagement approaches. Support effective knowledge transfer and role transitions related to policy and trade association engagement.
