Position Summary

Under general supervision performs work of moderate difficulty in analyzing plant processes and operations to aid in the control and improvement of same; performs related work as required.

Essential Job Functions
  • Analyzes plant process information to evaluate short and long-term plant performance and to determine necessary process modifications
  • Develops operating cost figures through analysis of operational and maintenance data
  • Works closely with laboratory personnel on special projects involving sampling, testing, and laboratory analysis
  • Coordinates activities with plant operations and maintenance to develop and implement process control strategies
  • Develops or assists in the development of operational maintenance procedures and standards needed to maintain process control and assists in sampling and instrumentation work
  • Maintains permit data/file, operating data/file, maintenance data/file, procedure file and microbiological monitoring file
  • Reviews and verifies process and operational parameters for plant performance evaluation and produces weekly reports to be used internally for process-related tracking and decision making and for submission to State and Federal regulatory agencies
  • Investigates and recommends corrective measures, in report form, on equipment or process malfunctions and conducts field work
  • Designs, produces, tests, implements and documents programs required to assist with process control information analysis using microcomputer software, develops graphs for operators and runs regression analysis
  • Develops or assists in the development of process control strategies and plant optimization techniques
  • Provides guidelines/standards to assist operators and supervisors in decision making
  • Assists in the development of software changes to the plant's data management system
  • Assists in the implementation of environmental management projects which may involve coordination with outside agencies
  • Investigates, recommends, constructs ordinances and specifications toward the purchase of specialized equipment and chemicals used in process control analysis and microcomputer equipment and supplies
  • Researches emerging technologies of chemical and mechanical equipment to improve efficiency and reduce treatment costs
  • Prepares reports and studies as needed.
Required Knowledge, Skills, and Abilities Knowledge of:
  • Federal and State regulations regarding wastewater treatment and permit requirements
  • NRC general regulatory and NRC general license requirements
  • Wastewater treatment and process control principles and practices
  • Chemical, physical, and biological processes involved in the operation of Water Reclamation plants
  • General engineering principles and practices
  • Safety and hygiene practices
  • Math and chemistry principles
  • Computer techniques to include microcomputers and some knowledge of ladder logic
  • Seasonal changes and their effect on wastewater treatment
  • Lab procedures; some knowledge of standard statistical methods.
Skill in:
  • Analyzing data, defining problems and recommending solutions
  • Verbal and written communications
  • Writing technical reports
  • Troubleshooting computer software systems
  • Interpreting and understanding instrumentation drawings and specifications
  • Constructing computer generated reports with graphs and tables
  • Operating a plant data management system

Required Education, Experience, and Certifications
  • Graduation from an accredited college or university with an Associate's Degree in Chemical Technology, Environmental Protection/Control Technology, Water/Wastewater Technology or a closely related area and three (3) years of experience in the operation of a large (>10 MGD, maximum design flow) wastewater treatment plant.
  • A Bachelor's Degree in Chemistry, Environmental Engineering, Environmental Science or a closely related area may be substituted for the Associate's Degree and two (2) years of the experience.
  • Must possess a State of Ohio Wastewater Works Operator Class III License.
