Gas Operator Qualification (OQ) Specialist
The Operator Qualification (OQ) Specialist ensures compliance with U.S. Department of Transportation (Use the "Apply for this Job" box below). CFR Part 192 Subpart N (Operator Qualification Rule) by evaluating and verifying the knowledge, skills, and abilities of personnel performing covered tasks. This role administers written, computer‑based, and performance‑based assessments to promote technical competency, operational excellence, and the highest standards of public and employee safety.
The OQ Specialist conducts qualification evaluations across multiple technical disciplines, including gas operations and maintenance, construction, locating, customer service, and plastic pipe joining. The position partners closely with cross‑functional stakeholders—Field Operations, System Operations, Construction Services, Technical Training, Operational Excellence, Compliance, and Gas Standards—to ensure alignment with regulatory requirements and company procedures. This role directly supports Safety Management System (SMS) objectives by strengthening workforce capability, improving compliance, and enhancing system reliability.
The OQ Specialist also conducts audit assessments of third‑party evaluators and administers qualification exams for company employees and contractors.
- Administer initial, requalification, and supplemental operator qualification evaluations, including written/computer‑based assessments and skill/performance evaluations.
- Conduct field‑based evaluations of routine and complex covered tasks, applying sound judgment and technical expertise.
- Prepare employees for the qualification process through structured communication, pre‑job briefings, and clear expectations regarding testing and evaluation criteria.
- Evaluate and determine pass/fail outcomes based on established OQ requirements and performance standards.
- Document results and communicate outcomes to front‑line leadership using standardized reporting tools and systems of record.
- Provide coaching, constructive feedback, and development recommendations to participants following evaluations.
- Recommend suspension or restriction of operator qualifications for employees or contractors who do not meet required competency standards.
- Support continuous improvement efforts by providing input on qualification programs, testing methods, evaluation tools, and processes.
- Conduct audits of third‑party evaluators to ensure adherence to OQ program requirements and regulatory compliance.
- Maintain, inspect, and calibrate testing equipment, tools, and evaluation props.
- Perform hands‑on technical activities, including destructive testing of plastic fusion joints using cutting, grinding, and hydraulic press equipment as required.
- Experience
- Minimum 1–3 years (or equivalent) in natural gas field operations, construction, customer service, system operations, or a related technical discipline.
- Technical & Regulatory Knowledge
- Strong understanding of DOT 49 CFR Part 192 Subpart N (Operator Qualification Rule).
- Knowledge of applicable state gas standards and regulatory compliance requirements.
- Familiarity with industry standards such as ASME B31Q and applicable state codes.
- Working knowledge of operator qualification task lists and testing/security protocols.
- Systems & Tools
- Experience with OQ tracking systems (e.g., EWN, OQMS or similar).
- Proficiency in Microsoft Office applications.
