Treasury Manager

POSITION SUMMARY:

The Treasury Manager is responsible for administering the City's treasury operations, including cash management, banking services, investments, liquidity management and related financial activities, as well as certain business licensing functions. The Treasury Manager ensures assigned operations are conducted efficiently, accurately and in accordance with applicable laws, policies and established internal controls.

• Monitors daily cash balances and cash flow requirements to ensure sufficient funds are available to meet the City’s operating and financial obligations
• Prepares short-term and long-term cash flow forecasts and analyzes revenue collections, expenditures, debt service requirements, and other factors affecting the City’s liquidity.
• Initiates and monitors electronic funds transfers, wire transfers, ACH transactions, and other banking activities in accordance with established policies and internal controls.
• Administers the City’s banking relationships and serves as a primary liaison with financial institutions, investment providers, trustees, custodians, and other financial service providers.
• Performs and reviews bank reconciliations and researches and resolves discrepancies in a timely manner.
• Administers the City’s investment portfolio in accordance with applicable state laws, the City’s investment policy, and established investment objectives.
• Monitors investment maturities, liquidity needs, market conditions, and investment opportunities and assists with the purchase and management of authorized investments. Maintains accurate records of investment transactions, interest earnings, maturities, and portfolio activity and prepares monthly and quarterly investment reports.
• Maintains accurate treasury-related records within the City’s financial management system and ensures transactions are properly recorded and reconciled with the general ledger.
• Develops, maintains, and documents treasury policies, procedures, internal controls, and standard operating procedures.
• Ensures appropriate segregation of duties, authorization requirements, and security controls are maintained over cash, banking, and investment activities.
• Assists with the preparation of the City’s annual financial statements, audit schedules, budget documents, and other financial reports related to treasury operations.
• Evaluates banking services, treasury technology, payment processes, and financial service contracts and recommends opportunities to improve efficiency, security, internal controls, and cost effectiveness.
• Provides technical guidance and assistance to City departments regarding treasury procedures, banking transactions, cash handling, and related financial policies.
• Monitors changes in laws, regulations, accounting standards, financial markets, and industry practices affecting municipal treasury operations.
• Provide coverage during team absences and steps in and resolve escalated public concerns.
