DEPARTMENT AND JOB OVERVIEW

At Toledo Municipal Court, Human Resources is more than a department responsible for policies, processes, and compliance. Those responsibilities are an important foundation, but HR also plays an active role in leadership, organizational culture, employee experience, professional development, and organizational change.

The Human Resource Director leads the Court's Human Resources Department and serves as a key advisor to Court leadership. This position oversees recruitment, onboarding, employee relations, professional development, policy development, employee engagement and retention, and other core HR functions. The Human Resource Director also supervises the HR Specialist and works closely with Court Administration, Judges, Department Heads, managers, and employees throughout the organization.

The role requires someone who is comfortable moving between strategy and execution. The Human Resource Director coaches leaders through complex employee and organizational issues, uses workforce information and employee feedback to guide decisions, identifies opportunities for improvement, and develops programs and practices that strengthen the employee experience.

We are looking for an HR leader who builds trust, exercises sound judgment, communicates with empathy, and looks beyond the policy to understand the issue underneath. Strong HR fundamentals and employment law knowledge are expected, but we are looking for someone who sees those as the starting point of HR, not the entirety of the work.

MINIMUM QUALIFICATIONS:

Education/

Experience:

Undergraduate degree from an accredited institution in business, public administration, human resources, or a related field. Three years of intensive human resource experience required. An advanced degree in business, public administration, or law may be substituted for one year of experience. Prior experience with the court system or criminal justice is preferred.
