ABOUT DTID:

The Downtown Toledo Improvement District (DTID) is a Special Improvement District dedicated to enhancing the vitality, cleanliness, safety, and economic competitiveness of Downtown Toledo. Funded through a special assessment on downtown property owners, DTID delivers supplemental services—such as maintenance, public safety coordination, placemaking, and business support—while working closely with the City of Toledo, Downtown Toledo Development Corporation, local stakeholders, and community partners.

DTID’s mission is to create a welcoming, well-managed, and dynamic downtown that supports businesses, residents, and visitors and helps drive long-term urban revitalization.

JOB SUMMARY:

This position serves as the face of the organization and provides strategic leadership and day-to-day management of the district, overseeing supplemental services, activation, placemaking initiatives, and stakeholder relationships to ensure a clean, safe, and vibrant downtown. This role partners closely with property owners, local government, and community organizations to advance DTID’s mission, strengthen downtown’s economic vitality, and deliver measurable results for the district.

WORK

ENVIRONMENT:

Work is performed in an office and outside where the employee is sometimes exposed to cold or inclement weather. Hours must be flexible and the employee should be able to work on the weekends and evenings as necessary.

SUPERVISORY CONTROLS:

In general, this position will serve at the pleasure of the DTID Board of Directors.

DIRECT REPORTS:

This position will oversee activities of Block-by-Block program through its Executive Director.

MAJOR DUTIES:

Develops and manages an annual Downtown work plan in coordination with community leaders and the DTID Board.

  • Develops and implements a 5-year strategic plan aligned with existing DTID Service Plan.
  • Works towards the successful renewal of the DTID Special Improvement District in 2030.
  • Coordinates closely with Destination Toledo on downtown activation activities.
  • Develops an annual budget and monitors expenditures.
  • Serves as primary spokesperson, public information officer and “face” of the organization. Works closely with local media to ensure maximum event coverage and encourages design excellence in all aspects of promotion in order to advance an image of quality for downtown. Fosters an understanding of the DTID’s goals and value through speaking engagements, media interviews, and appearances while keeping the downtown highly visible in the community.
  • Provides assistance to and coordination of the DTID Board, including administration and budgeting, agenda setting, committee formation and committee management.
  • Coordinates with existing City and County departments, Destination Toledo, Glass City Center, Huntington Center, and other local venues, as well as state and federal agencies involved in planning, historic preservation, and downtown development.
  • Develops strategies to increase opportunities downtown, attract new users to existing facilities, expand market opportunities and promote existing businesses.
  • Plans and implements a variety of educational and public relations activities to create and maintain the historic central business district, including activities that will stimulate the economic development and incorporate historic preservation principles into revitalization of the downtown.
  • Coordinates closely with President & CEO of the Downtown Toledo Development Corporation
  • Identifies, prepares, and implements grants from applicable agencies in enhancing components related to downtown development.
  • Secures all permits required for programs and activities.
  • Develops and conducts the ongoing public awareness and education program designed to enhance appreciation of downtown’s architecture and other assets.
  • Encourages a cooperative climate between downtown interests and local public officials. Helps build strong and productive working relationships with appropriate public agencies at the local and state levels.
