Commissioner Public Services

Under the direction of the Director of Public Service, the Commissioner oversees the planning, coordination, and direction for all activities of the Division Facility and Fleet Operations, including the supervision and management of divisional staff.

Essential Job Functions:

  • Manages a team of employees with specific skill sets responsible for purchasing and maintaining city owned assets.
  • Establishes goals, objectives, policies, procedures, rules and regulations in the Division of Facility and Fleet Operations.
  • Evaluates progress to determine whether goals and objectives are being met.
  • Oversees divisional processes related to asset management and procurement.
  • Provides direction on administrative, fiscal and personnel operations.
  • Reviews and makes determinations related to the administration of the divisional budget.
  • Keeps abreast of current developments and community needs and makes recommendations to the Director, Mayor and City Council on present and future projects.
  • Coordinate with the Director of Public Service to meet the broad goals of the Department and the City of Toledo.
  • Represents and acts as liaison for the City of Toledo with public and private agencies, civic groups, the news media and the general public on issues relating to plant activities.
  • Coordinates news releases, reports, correspondence and other materials as required.
  • Directs plant operations to ensure compliance with all applicable regulatory agencies.
  • Hears employee complaints and grievances, makes adjustments, and/or recommends disposition of same.
  • Issues discipline to subordinate staff as necessary up to and including suspensions and terminations.
  • Participates in the interview process for potential employees and makes recommendations regarding appointments.
  • Reviews and oversees personnel actions with the Division of Facility and Fleet Operations.

Required

Knowledge, Skills and Abilities:

Knowledge of:

  • Procurement process.
  • Operations and activities required to manage municipal assets.
  • Principles of management, supervision, training, and performance evaluation.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Best practices, standards and requirements for automotive maintenance and repair.
  • Architectural best practices, requirements, and commercial standards.
  • Considerable knowledge of fiscal management principles and practices.
  • Labor management agreements.
  • Basic mathematics.
  • Basic English grammar, usage and spelling.

Skill in:

  • Plan, organize, assign, direct, coordinate and review the work of subordinate personnel.

  • Serve as a liaison between the City of Toledo, various community partners, vendors, and other agencies.

Required Education, Experience, and

Certifications:

  • Bachelor's degree in Business Administration, Public Administration, Civil, Chemical, or Environmental Engineering, Landscape Architecture or related degree.
  • Five (5) years of experience in the administration and management of engineering and infrastructure projects.
  • Must possess a valid driver's license and have an acceptable driving record. Must meet and maintain qualifications for driving at all times and as a continued condition of employment.

Preferred Education, Experience and

Certifications:

  • Project management experience obtained under a governmental agency preferred.
