Position: Water Operator II (Distribution)

Overview

This class manages ongoing capital improvement work programs, including contract administration, inspection, personnel management, cost analysis, and plans and specification review. Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Key Responsibilities
  • Manages capital improvement projects, requiring the coordination of activities with multiple parties and inspects work performed by private contracting firms.
  • Oversees engineering programs in assigned area of responsibility, which may include developing contracts, preparing and managing budgets, coordinating program activities, and/or performing other related activities.
  • Responds to written and/or verbal inquiries from engineers, contractors, elected officials, other departments, and/or the general public; investigates, researches, and reports on complaints and/or inquiries.
  • Designs, develops, and reviews plans and specifications prepared and submitted by local design engineering firms and in-house design teams.
  • Facilitates project and/or public information meetings with applicable engineering firms, project managers, governmental agencies, and/or other interested parties.
  • Prepares cost analyses for engineering projects.
  • Assists with budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items.
  • Performs other duties of similar nature or level.
Education & Experience

Bachelor’s Degree in an engineering or engineering related field and five to seven years of experience in construction management, or Associate Degree or two-year technical certificate in a construction related field and eight to ten years road construction management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing

Requirements
  • Valid driver’s license.
  • Professional Engineer license (PE) is desirable.
  • For positions assigned to Engineering, Traffic:
    Florida Department of Transportation certification as Paving Technician Level I, Level II, and Maintenance of Traffic Technician are desirable.

Physical Requirements

Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions. Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Incumbents may be subjected to fumes, dusts, extreme temperatures, intense noises and travel.
