About Harris County Public Library
The Harris County Public Library (HCPL) system was founded in 1921 and now serves 26 branch libraries and technology service centers throughout Harris County, including a partnership with Lone Star College (LSC) – Tomball Campus.
HCPL was honored with the National Medal for Museum and Library Service in 2024 for its innovative initiatives such as HCPL Connected, Enhanced+ Library Cards, and the Mobile Outreach Librarian program.
What you will do at HCPLThis position directs and coordinates the daily operations of the Adult and Young Adult departments at the LSC – Tomball Community Library, a joint library partnership between HCPL and LSC. The role implements library policies, supervises staff, promotes customer service, and engages the community to ensure services meet customer needs and align with library strategy. The manager also oversees the Tomball Innovation Lab and works with branch managers and staff to develop future library services, partnerships, and programs.
Duties & Responsibilities- Select, supervise, and coach assigned staff.
- Provide leadership and coordinate schedules and workflow for effective service delivery.
- Train and motivate staff to maximize individual capabilities and meet changing system demands.
- Establish work rules and performance standards, lead training, and initiate disciplinary actions as warranted.
- Identify library needs in the community; plan and provide adult and young adult services and programs to meet community needs.
- Develop and manage the department's planned expenditures, including grant opportunities.
- Supervise the library in the absence of the Branch Director.
- Build and maintain rapport with external stakeholders, including the library Friends.
- Develop and curate an engaging adult and young adult collection by staying current with literature.
- Prepare reports to compile and analyze departmental statistics.
- Attend staff and administrative meetings, activities, and professional conferences; serve on committees.
- Oversee the daily operation of the Innovation Lab.
- Research and apply for grant opportunities.
- Other duties as assigned.
Education and Experience
- Master’s Degree in Library and Information Studies or related field and 2 years of library experience in administrative, supervisory, community engagement, collection development, digital technology, program management, and data analysis.
- Bachelor’s Degree in a related field and 4 years of library experience in the same areas.
- Associate Degree or 60 semester hours of post‑secondary education and 7 years of library experience.
- High School Diploma or GED
and 9 years of library experience.
- Unofficial copies of transcripts.
- Complete a clerical skills test: 80% accuracy, 30 WPM typing speed.
- Proficient with MS Office Suite (Word, Excel, PowerPoint, Outlook).
- Proficient with social media platforms.
- Proficient with the Internet and Office 365.
- Excellent verbal and written communication skills.
- Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment.
- Ability to work well with the public and staff.
- Ability to exercise initiative and act with discretion.
- Use of personal mobile device for Multifactor Authentication.
- Experience working with adults and young adult groups.
- Experience with budgeting and financial resource management.
- Bilingual skills.

Position Type and Hours- Full‑time, regular – 40 hours per week.
