Position Summary

As a Facility Estimator
, you will work with a safety-first team to manage assigned projects related to lead all estimating and pre-construction efforts for the Pipeline, Facility Maintenance, Non-destructive Testing, & Cathodic Protection projects.

Roles & Responsibilities
  • Manage the project bidding process and strategy, including cost modeling, subcontractor alignment, and risk evaluation.
  • Develop and standardize PMO processes specific to integrity-driven work (MAOP reconfirmation, anomaly digs, hydro, valve replacements, CP installs, etc.) to improve consistency and margin protection.
  • Oversee project execution from award through closeout, ensuring compliance with client specification, regulatory requirements (PHMSA / 49 CFR), and safety standards.
  • Implement project controls for job costing, forecasting, change management, and production tracking across integrity and maintenance scopes.
  • Support field operations by aligning schedules, outage planning, material procurement, and subcontractor coordination for both planned and emergent work.
  • Mentor PMs and estimators while helping build scalable systems to support growth in pipeline construction, integrity digs, facility retrofits, and CP programs.
  • Actively participates in JSA and uses all necessary steps to complete tasks safely and ensures the safety of others working in the area.
  • Communicates with all levels of management and crew to effectively present any needs and changes.
  • All other duties as assigned.
Knowledge, Skills, & Abilities
  • Extensive experience in pipeline integrity, maintenance construction, NDE, and cathodic protection projects.
  • Strong understanding of anomaly repairs, digs, hydrotesting, valve replacements, and facility modifications.
  • Proven ability to develop accurate cost estimates, manage risk, and protect margins on PHMSA-regulated projects (49 CFR Part 192/195) and HCA-related work.
  • Deep knowledge of project controls, including budgeting, forecasting, change management, production tracking, and schedule management in live operating environments.
  • Strong leadership and communication skills with the ability to coordinate field crews, inspectors, subcontractors, and client representatives in both planned and emergency scopes.
  • Demonstrated ability to build and implement scalable processes, PMO standards, and operational systems that improve execution, compliance, and profitability.
  • Ability to adhere to a written method or procedure.
  • Confidence to STOP work immediately when a problem is identified.
  • Ability to read and comprehend technical documents, preferred.
  • Working knowledge of MS Office Suite of products, preferred.
  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
