Under limited supervision, the Division Chief of Training is responsible for developing, implementing, and overseeing the department’s comprehensive training program. This includes recruit academies, continuing education, officer development, safety initiatives, and interagency coordination. The Division Chief of Training ensures compliance with state, federal, NFPA, ISO, and departmental standards while aligning training with operational readiness and the department’s mission, vision, and values.
Accountability:Members at all levels are expected to demonstrate the highest level of ethics and leadership, working collaboratively to meet the needs of the community and the department. The Division Chief of Training reports directly to the Fire Chief and is expected to set the example through professionalism, effective communication, operational readiness, and dedication to continuous improvement.
Duties & Responsibilities:- Develop, implement, and oversee the department’s training program for fire suppression, special operations, and emergency management.
- Design, coordinate, and deliver recruit academies, continuing education, officer development, and promotional training.
- Develop an annual training plan and class schedule.
- Create and maintain curriculum, lesson plans, exams, and training aids.
- Conduct needs assessments and recommend new training initiatives.
- Ensure training aligns with operational readiness and departmental goals.
- Ensure compliance with state, federal, and departmental standards.
- Maintain accurate training records and certification documentation.
- Oversee renewal of personal and departmental certifications.
- Abide by department rules, regulations, and SOGs/SOPs.
- Stay current on industry best practices, research, and emerging training trends.
- Deliver and supervise live fire, technical rescue, hazardous materials, and specialty training.
- Evaluate employee performance through drills, testing, and skills assessments.
- Provide feedback, remediation plans, and implement performance improvement measures.
- Supervise and coordinate new hire orientation, including physical agility testing (PAT).
- Provide opportunities for personnel to pursue advanced education and certifications.
- Supervise, mentor, and evaluate training staff, instructors, and field training officers.
- Manage all Department training, HSE (Health, Safety & Environmental), and CQI (Continuous Quality Improvement) activities.
- Prioritize and assign work, staff development, and performance management.
- Foster a culture of safety during all training evolutions.
- Lead after‑action reviews and integrate lessons learned into future training.
- Manage training schedules, facilities, props, and equipment.
- Ensure training grounds and facilities are safe, functional, and properly maintained.
- Plan and manage the training division’s budget, including purchasing and maintaining training equipment.
- Work closely with Operations and Command staff to align training with department needs.
- Coordinate with outside agencies, regional training committees, and interagency collaborations.
- Standardize training practices and performance measures across the department.
- Liaison with fire academies, training institutions, and local, state, and federal agencies.
- Respond to emergency incidents as assigned; may serve as Incident Safety Officer or another IC S role.
- Support operational readiness through real‑time feedback and coordination during major events.
- Build and support a physical fitness program within the Department
- Gather and manage resources in support of wellness initiatives
- Support all staff with physical fitness and nutritional needs as deemed appropriate with evaluations and Department goals.
- Bachelor's degree in fire science, public administration, or a related field.
- 10 years of fire service experience with 2 years in a leadership role.
- Required
Certifications:
TCFP Advanced Structural Firefighter, Instructor III, Driver/Operator-Pumper & Aerial, Incident Safety Officer. - Texas Class B Exempt Driver's License.
