Supervises and steers the operations of various divisions within the city, namely Engineering, Planning, Building Inspection Services, and Code Enforcement. Entrusted with a wide array of supervisory, administrative, and professional tasks. Ensures the seamless development and enactment of community development plans. Reviews the private development processes, always emphasizing equity, consistency, and the well-being of the city's citizens. Demands a high degree of autonomy and adherence to city policies and procedures.

Community Development Director functions include but are not limited to the following:

Division Oversight and Management:
Supervise operations of the Engineering, Planning, Building Inspection Services, and Code Enforcement divisions. Oversee departmental activities including staff meetings, correspondence with other directors, budgeting, and strategic planning.

Communication and Reporting:
Create, review, and oversee staff reports. Manage emails between applicants, commissions, boards, and clients. Coordinate pre-development meetings, facilitating discussions with applicants, developers, and reviewing the development process.

Operational Efficiency:
Examine existing policies and procedures to ensure optimal effectiveness. Draft and implement new policies and procedures as required.

Staff Development:
Foster a culture of continuous learning and professional growth among staff. Oversee staff email communications, ensuring effective internal communication.

Private Development Review:
Lead the City's review process for private developments. Ensure equity and consistency throughout the development procedure. Prioritize the health, safety, and welfare of the City's residents in all initiatives.

Payroll Administration:
Collect and review weekly payroll information from department employees to ensure completeness.

Plan, direct, organize, and evaluate the operation of the Planning, Building Permits, Inspection Services, and Code Enforcement functions.

Provide assistance to the public on a variety of subjects such as the location of City facilities, topographical maps, availability of services, and City design requirements.

Communicate with owner’s developers and owner’s representatives to forward comments relative to platting for conformance with municipal codes, polices, standards and ordinances.

Attend City Council meetings, Planning & Zoning Commission meetings, Board of Adjustment meetings, Capital Improvement Advisory Committee meetings, Building Standards Commission meetings, and provide guidance on issues of concerns or conflicts.

Manage and supervise assigned operations to achieve goals within available resources; plan and organize workflow and staff assignments; review progress and direct changes as needed.

Monitor project compliance with appropriate Federal, State and local laws and regulations. Review current trends and developments in the field of construction, and prepare revisions to codes, ordinances, standard details, and local regulations.

Assist in the planning and administration of City development policies, standards, specifications, and procedures. Research and respond to problems and complaints regarding municipal and private development construction, site plans and code compliance.

Responsible for planning, preparing, and administering annual operating budget of the Community Development area.

Communicate official programs, policies and procedures to engineers, contractors, developers, other government officials, advisory board members, city council members, city staff, and the general public concerning engineering standards, as needed.

Direct the enforcement of ordinances related to flood plain administration and coordinates the City’s participation in the National Flood Insurance Program.

Oversee the preparation of a variety of studies, technical reports, analyses, and related information on planning related subjects.

Assist with and respond to citizen inquiries and problems with tact, patience, and diplomacy

Prepare amendments to City Codes as necessary.

Contribute to the team effort by performing other related duties as assigned.

An equivalent combination of education, training and experience will be considered:

Bachelor's in planning, Engineering or related field or ten (10) years or more experience in a related field may be considered in lieu of educational requirements.

Minimum of 5 years of progressively responsible experience, including supervisory responsibilities, preferably in municipal government

Preference will be shown to:

-Proven Engineers (Engineering degree from an accredited college/university, a Texas P.E. and 5 years of directly related public Works or development experience in Texas) or-Urban Planners (Planning degree from an accredited college/university, an A.I.C.P. and 5 years of directly related Texas experience in Development Services with a knowledge of Public Works).
