Job Summary

The Maintenance Supervisor position is a member of the Ocean County Library’s management team and generally works a 37.5 hour workweek that may include some evenings and weekends while overseeing the 21 branches throughout the County. This position has flexibility in setting own schedule to accomplish goals of the position. Exempt employees are salaried and exempt from overtime as their duties are executive or professional in nature.

The Maintenance Supervisor position is a Competitive Civil Service Title. The selected applicant must be either (a) reachable on an active eligible list or (b) if a complete list doesn't exist, successfully complete the Civil Service exam process and be reachable on the resulting list. Therefore the following must be met:
Five (5) years of experience in work involving the construction or repair and maintenance of building and grounds, two (2) years of which shall have been in a supervisory capacity.

Responsibilities
  • Supervises workers engaged in painting and performing structural repairs to masonry, woodwork, and furnishings of buildings and similar structures.
  • Supervises workers engaged in maintaining and repairing building utility systems such as electrical wiring and controls, heating, cooling, ventilating, and steam generating systems.
  • Supervises workers engaged in maintaining and repairing plumbing systems.
  • Supervises workers engaged in mowing lawns, trimming, raking, and burning leaves and refuse, and cleaning building interiors.
  • May supervise workers engaged in installing, servicing, and repairing mechanical equipment.
  • Works harmoniously with County departments, architects, engineers and legal counsel.
  • Oversees library buildings and related furniture, fixtures, equipment such as shelving.
  • Oversees the Purchasing Department and vehicle services including trucks for book delivery operations.
  • Plans and supervises maintenance and repair programs.
  • Assigns workers to specific tasks.
  • Reviews work progress.
  • Reviews completed assignments for conformance with trade practices, blueprints, and other specifications.
  • Supervises the maintenance, repair, and servicing of the central heating plant, mechanical equipment, gas, electric, plumbing, and/or sewage lines, pipes, and fixtures, kitchen ranges/refrigerators, and other equipment or accessories.
  • Is responsible for emergency situations, including but not limited to weather related issues.
  • Inspects buildings and surroundings and recommends improvements, alternations, and repairs, and prepares plans, detailed drawings and work estimates.
  • Communicates professionally and in a clear manner with key stakeholders regarding building projects.
  • Maintains records on materials, supplies, equipment, time, and nature and type of work performed.
  • Provides information used to prepare budget estimates.
  • Provides recommendations for improvements, additions, and other actions involving the operation, care, maintenance, and repair of buildings, equipment, and/or grounds.
  • Requisition s, receives, accounts for, stores, and issues materials and supplies.
  • Prepares and checks specifications for bids, supplies, and equipment.
  • Provides assignments and instructions to maintenance workers, laborers, and other employees in the general operation, maintenance, cleaning, and repair functions and activities of buildings, and supervises their performance.
  • Provides assignments and instructions to outside vendors and contractors and ensures compliance with both contracts and local, state and federal laws.
  • Prepares reports and establishes and maintains records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Knowledge and Ability

Knowledge of the tools, materials and methods used in the repair and maintenance of buildings, grounds and related structures. Knowledge of the methods used to evaluate completed maintenance and repair work. Knowledge of methods used to obtain, store, safeguard and distribute equipment, materials, and supplies. Ability to evaluate completed maintenance and repair assignments. Ability to identify and analyze maintenance and repair problems.
