MTSS & DAEP Specialist

The MTSS & DAEP Specialist provides leadership and oversight of the Discipline Alternative Education Placement (DAEP) program and supports district wide implementation of the Multi-Tiered System of Supports (MTSS) framework. This position is responsible for ensuring effective program coordination, instructional alignment, and supervision to promote student success and growth in both academic achievement and interpersonal development. Responsibilities include, but are not limited to, administering prescribed educational programs;

ensuring implementation of the Utah State Board of Education (USBE) Core Standards and Tooele County School District (TCSD) approved curriculum; supporting effective instructional practices and behavior management systems; overseeing documentation of instructional activities and student progress; addressing the diverse educational and behavioral needs of individual students; establishing and maintaining a structured, safe, and supportive learning environment; and facilitating clear and consistent communication with students, parents, and district administration regarding expectations, goals, and progress.

Essential Functions:

  • Implement and support Multi-Tiered System of Supports (MTSS) frameworks, including the integration of academic and behavioral interventions.
  • Apply evidence-based behavior intervention strategies across Tier I, Tier II, and Tier III levels.
  • Collect, monitor, and analyze behavioral and academic data to inform instruction and intervention decisions.
  • Support the implementation of Positive Behavioral Interventions and Supports (PBIS) and restorative practices within the school setting.
  • Assist staff in developing and implementing behavior intervention plans (BIPs) and conducting functional behavior assessments (FBAs).
  • Use data-driven practices to identify student needs, guide interventions, and improve academic and behavioral outcomes.
  • Help develop and administer school programs consistent with USBE Core Standards and TCSD goals and objectives while providing Tier I instruction.
  • Promote a classroom environment that is safe and conducive to individualized and small-group instruction.
  • Help teachers develop lesson plans and instructional materials that effectively utilize instructional time while students are at the DAEP.
  • Help teachers use ongoing assessment practices to modify instruction to meet individual student needs, including students with special needs.
  • Conduct individual and small-group instruction as needed.
  • Instruct students in responsible citizenship and other subjects required by applicable laws, regulations, and procedures.
  • Continue to acquire professional knowledge by researching current developments and practices in similar programs.
  • Organize and maintain a system for accurate recordkeeping and reporting of student achievement, activities, and attendance as required by district procedures and applicable laws.
  • Communicate clearly, concisely, and in a timely manner with all school administrators and teachers who work with DAEP students.
  • Encourage parental involvement in students' education and ensure effective communication with students and families.
  • Ensure student conduct conforms to DAEP standards and district policies and maintain a structured, effective learning environment.
  • Coordinate with other school professional staff members to evaluate curriculum and participate in faculty meetings and committees.
  • Coordinate with other departments such as transportation, to ensure a smooth transition for students entering and exiting DAEP placements.
  • Participate in Professional Learning Community (PLC) programs.
  • Use appropriate instructional materials and supplies and maintain inventory records.
  • Administer standardized tests in accordance with TCSD testing programs.
  • Work under the direction of the TCSD Student Services Director to manage the implementation of MTSS in the district and ensure fidelity within the program.

Additional Duties:

  • Performs other related tasks assigned by the Student Services Director, the Assistant Superintendent of Operations and Student Support, and others designated by the Superintendent.

Equipment:

  • Use standard and current technology and equipment, such as personal computers, printers, Promethean Boards, document cameras, voice enhancement equipment, etc.

Travel Requirements:

  • Travels to school district buildings and professional meetings as required.

Knowledge, Skills, and Abilities:

  • Knowledge of Multi-Tiered System of Supports (MTSS) frameworks, including the integration of academic and behavioral support.
  • Knowledge of evidence-based behavior intervention strategies, including Tier I, Tier II, and Tier III supports.
  • Knowledge of behavior data collection, progress monitoring, and data-based decision making within MTSS.
