Position: Engineering Equipment Operator (Explosives Operator/Crane Operator)
Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range & Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as an Engineering Equipment Operator (Explosives Oper/Crane Oper) responsible for operating a crawler tractor with dozer or angle dozer blade for excavation of the demolition pits for detonating of ammunition and high explosives.

Duties

Help
  • Operates electric-, diesel-, or gasoline-powered forklifts capable of lifting up to 15,000 pounds to load, unload, stack, unstack,

    re-warehouse, and move boxes, crates, packages, pallets, or loose items.
  • Destroys a variety of explosives, ammunition, and propellants by detonation and burning, following a variety of procedures specific

    to the particular items being destroyed.
  • Operates equipment to maintain, raises or lowers grade of roads.
  • Tests continuity of electrical system. Covers primed pits with earth, either by hand or by guiding heavy-duty equipment operators.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must successfully complete training in hazardous waste management procedures within six (6) months after the date of appointment to this position and will not work in unsupervised situations until these training requirements have been met.
  • Employee required to also participate in an annual review of the training in hazardous waste management procedures.
  • Must meet the requirements of AMCR 350-4, Training and Certification Program for Personnel Working in Ammunition Operations.
  • Position is subject to the Lautenberg Amendment.
  • Must obtain and maintain a forklift license within (6) months of appointment.
  • Must be cleared IAW requirements of AR 190-11. Physical Security of Arms, Ammunition and Explosives (AAandE).
  • Position requires incumbent to possess and maintain a valid state driver's license.
  • This position comes under the Drug Abuse Testing Program and the incumbent will be tested in accordance with AR 600-85.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element):
Ability to do the work of a(n) Engineering Equipment Operator (Explosives Operator/Crane Operator) ~ without more than normal supervision. Safely operating heavy equipment such as a bulldozer or angle dozer, crawler tractors, graders, track hoes and cranes to break ground for roads, canals, tunnels, or construction sites; operating semi-automatic machines used to destroy conventional munitions; and following safe and proper methods of handling ammunition or explosives, or movement/storage/verification of hazardous waste/materials.

  • PHYSICAL EFFORT:
    Is subject to continuous physical strain from simultaneously manipulating many levers and controls; from lifting and handling heavy rigging and attachments; from vibrations caused by crane and engineering equipment; and from jerking and jolting motions while lifting and moving loads. Work involves continuous climbing, reaching, bending, and twisting of body. Work requires lifting, positioning, and carrying items up to 45 pounds while loading or unloading cargo.

    May occasionally lift heavier items with assistance. Incumbent works on production lines at rhythmic pace for extended periods, including standing, reaching, bending, stooping, and manipulating parts and using machines and hand tools. During forklift operation, physical effort is required in braking and steering, manipulation of clutch, shift, lifting and tilting mechanisms.
  • WORKING CONDITIONS:

    Equipment is operated outside during periods of extreme heat and cold from a cab that is generally open on one side for clear vision and ventilation. Operator is subject to noise, dirt, grease, dust, and fumes and odors are often disagreeable; is exposed to danger from swinging crane loads, moving machinery, overturning, and cable breakage; and to smoke and burns from firefighting.
