Position Summary & Responsibilities

The position (K) involves serving as the central point of contact for the procurement of all goods and services for assigned bureaus, utilizing appropriate procurement methods within policies and guidelines established by the KDHE Director of Purchasing and the State Division of Purchases.

Responsibilities include:

  • Understanding the requisition-to-payment process in the SMART system and preparing requisitions as required.
  • Researching agency or statewide contracts to ensure proper vendor selection.
  • Monitoring orders to confirm receipt of all items and contract pricing.
  • Stamping documents upon receipt of vendor invoices or other documentation pending payment authorization.
  • Preparing vendor payments when authorization is received.
  • Checking encumbrance balances to ensure adequate funding before generating payment vouchers.
  • Ensuring all vouchers include required information as specified by the Division of Accounts and Reports.
  • Maintaining and utilizing business procurement card accounts in accordance with established policies.
  • Completing transaction logs for business procurement card purchases and submitting workflow to avoid payment delays.
  • Staying knowledgeable of KDHE policies for goods, services, and travel to respond to inquiries from agency staff.
  • Researching and resolving purchasing, travel, or accounts payable issues before escalating them to senior staff.
  • Monitoring the KDHE Accounts Payable email account daily to retrieve invoices and prepare for payment.
Qualifications
  • Education
    • High School diploma or GED
  • Licensing & Certification
    • Valid driver’s license (required when operating a state vehicle, private vehicle, or rental vehicle for the state)
  • Minimum Qualifications
    • Six months of experience providing guidance for agency, program, or organizational objectives (education may be substituted).
  • Preferred Qualifications
    • Proficiency in Word, Excel, PowerPoint, Access
    • Proofreading, editing, and attention to detail
    • Ability to multi‑task and manage several projects simultaneously
    • Experience collecting, studying, or reporting fiscal or administrative data
    • Knowledge of Division of Accounts and Reports and Division of Purchase policies and procedures
    • Experience using the SMART system
    • Two years’ experience with State of Kansas accounts payable and travel reimbursements
  • Post‑Offer, Pre‑Employment Requirements
    • Kansas Tax Clearance Certificate (must be obtained within ten days of job offer)
