Job Summary

Position (K0224981) oversees the processing of all emission inventory receipts, enters receipts into applicable systems, processes late fees, initiates refunds, participates in audits, and coordinates contracts and agreements for the Kansas Air Quality Program.

Pay Range: $26.98 - $27.89 per hour.

Responsibilities
  • Process all emission inventory receipts (checks, credit card payments, ACH, State Interfund transactions).
  • Enter receipts into applicable systems and file receipts with Fiscal staff.
  • Process late fees and initiate refunds.
  • Participate in routine audits of emission inventory related transactions.
  • Coordinate the development and completion of local agency contracts and award agreements using BOA funds for Kansas Air Quality Program activities.
  • Review workplan, tasks, and deliverables associated with contracts to ensure work is eligible for specific fund.
  • Prepare quarterly internal audit response reports for transactions related to contracts and award agreements.
  • Coordinate with technical staff for trust funds draw‑down requests and annual grant applications.
  • Develop or review budget calculations for Bureau of Air trust funds and federal grant applications and reports.
  • Monitor the financial status of bureau income from trusts, grants, fee funds, and other sources and expenses, including salaries and indirect costs.
  • Provide projections of program costs to ensure income is adequate to support bureau expenses.
  • Coordinate with Regulator Bureau Director and Regulations, Planning and Data Analysis Section staff for timely execution of fee regulatory packages.
Qualifications
  • Education:

    High School or GED.
  • Licensing & Certification:
    Valid Driver's License.
  • Minimum Qualifications:
    • Three years of professional accounting/auditing work.
    • Proficiency in Word, Excel, PowerPoint, Access.
  • Preferred Qualifications:
    • Four years of bachelor’s experience in accounting, finance, or related field.
    • Proofreading and editing skills.
    • Attention to detail.
    • Ability to assemble data and prepare reports.
    • Ability to read, understand, and interpret federal regulations and technical assistance documents.
    • Financial management skills.
    • Experience providing direction for agency or program objectives.
    • Experience with grant management, fiscal management, or financial forecasting.
    • Strong analytical and problem‑solving skills.
    • Ability to manage multiple priorities.
    • Knowledge of GAAP, IFRS, or other relevant accounting standards.
