Rural Health Transformation Process Improvement Specialist
This position reports to the Chief of Staff as part of the Rural Health Transformation Program in the Office of the Secretary. It supports the oversight, implementation, and review of aging and behavioral health services projects that are part of Kansas’ Rural Health Transformation Program. The role is highly collaborative, working across internal and external stakeholders to ensure programs are implemented and supported in the manner desired by KDADS, with a focus on compliance, continuous quality improvement, and data‑informed decision‑making.
Key Responsibilities- Provide clinical review and feedback to support quality assurance monitoring and process improvement suggestions.
- Assist in the development of program policies, procedures, and related training and outreach.
- Coordinate with service providers across the state to assess alignment with evidence‑based interventions and practices.
- Assist in reporting on program progress and outcomes to federal Centers for Medicare and Medicaid Services (CMS).
- Collaborate with internal and external stakeholders to ensure successful program implementation and support.
- Support a culture of compliance and continuous quality improvement.
- Develop and refine processes that support continuous quality improvement.
- Engage with aging, behavioral health, and integrated care providers to address their unique needs and challenges.
- Communicate findings and recommendations for process improvement based on quality assurance activities and data analysis.
- Conduct project‑level quality assurance reviews, including consensus scoring, travel for reviews, and detailed report preparation.
- Develop action plans to improve program fidelity and implementation in collaboration with KDADS staff.
- Identify issues related to program implementation and collaborate with technical assistance providers for resolution.
- Document and track all quality assurance activities and prepare audit and reporting documents as required.
- Identify training needs for partners in RHTP projects and develop training materials, operating manuals, and policies.
- Collect and evaluate data for reports to CMS, the Kansas Legislature, and other stakeholders.
- Recommend improvements and ensure alignment with state and federal guidelines.
- Assist in developing long‑term sustainability plans for RHTP projects.
- Licensed Master Level Social Worker (LMSW).
- Two years of experience in planning, implementing, and monitoring program management activities.
- Strong writing skills with the ability to develop comprehensive reports supporting quality assurance recommendations and corrective actions.
- Excellent data analysis skills to inform and drive quality improvement efforts.
- Strong collaboration skills for working effectively with both internal and external stakeholders.
- Excellent verbal and written communication skills.
- High level of organization and attention to detail.
- Knowledge of behavioral health principles, evidence‑based practices, and service delivery systems.
- Proficiency with Microsoft Office applications.
- Travel up to 50% of the time, mainly in‑state, with occasional out‑of‑state travel for training and conferences.
- Unrestricted driver’s license and ability to travel statewide as required.
- Ability to conduct root cause analysis and frame SMART goals (Specific, Measurable, Achievable, Relevant, Time‑bound) for continuous improvement.
- Experience implementing and evaluating evidence‑based practices in aging and/or behavioral health programs.
- Federal, state, and/or local project grant management and implementation experience.
- Experience working with diverse stakeholder groups or committees.
- Working knowledge of community behavioral health services for adults or children.
- Experience interacting with public health and social service professionals, administrators, and state officials.
- Four years of experience in business or related human services field.
Annual salary range: $62,000–$65,000 (depending on education, experience, or qualifications). Comprehensive medical, mental, dental, vision, and additional coverage. Sick and vacation leave.
