Project DetailsSupport the construction program upgrades for the Colmery-O’Neil VAMC, 2200 SW Gage Blvd, Topeka, KS 66622. The intent of this contract is to expand VHA’s capabilities for contract management oversight of projects and project support services. The required support is needed to meet Non-Recurring Maintenance (NRM) infrastructure upgrades across VISN 15.
Daily Responsibilities- Provide construction management support from pre-design through construction, including professional and technical consultative assistance related to operations, renovation, and new construction programs.
- Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control/assurance, cost control, and general oversight of design and construction projects.
- Pre-Design/Design Phase:
- Scheduling – Development of project schedule to effectively plan for and report on the status of the project.
- Planning – Coordination with initial planning efforts; site studies; market analysis, site investigations; site surveys; preparation of budgets and cost estimates; preliminary schedules; cost modeling and analysis; cost control management.
- Value Engineering Services – Conduct/participate in value engineering workshops and analysis of proposals.
- Market Analysis – Conduct market analysis based on the size and scope of the project and provide findings of market conditions.
- Constructability and Phasing Review – Prepare a study working with facility staff and project management to analyze constructability impacts to facility operations.
- Construction Period Phase:
- Monitoring Project Financial Data and Budgetary Cost Accounting – Monitor and review budgetary cost accounting; administration of construction contract change orders; maintain spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc.; assist in documentation of change orders.
- Construction Phase Scheduling – Prepare and maintain daily dairies for project activities; maintain current project schedule; coordinate with general contractor and compare progress; address schedule slippages; recommend adjustments.
- Progress Meetings – Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules; review construction contractor payment requirements and prepare necessary forms for payment processing by VA.
- Issue Resolution – Keep records of occurrences, contracts, and other construction related matters to assist VA in conflict resolution; schedule, conduct, and document regular progress meetings with all parties to review status, discuss problems, and resolve issues.
- Testing and Inspection Services – Monitor services of independent testing agency/laboratory for quality control testing and inspection services; includes testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, fireproofing, roofing, curtain walls/glazing, elevator installations.
- Commissioning – Provide expertise for start-up, calibration, and/or certification of facility or operating systems; support from total support to specialty services; plan, forecast, estimate costs, determine objectives, organize teams, test components, conduct performance tests, obtain O&M material, supervise O&M training.
- Additional Construction Related Services – Maintain marked-up project plans and specs; perform routine inspections; identify non-conforming work; notify VA and general contractor; compile defect lists; monitor financial data; assist in relocation; administer change orders; submittal review; RFI review; daily logs; owner-supplied equipment coordination; operational & maintenance data; closeout submittals.
- Bachelor of Architecture from an accredited school of higher education.
- Minimum 6 years of experience in both design and construction with a focus on medical facilities.
- Ability to quickly understand and master local state and federal jurisdiction requirements.
- Knowledge of construction contract documents including front-end and technical specifications and drawings.
- Skillset and working knowledge of engineering services, building codes, budgeting and scheduling.
- Strong communication, language, and software skills; ability to use various software to monitor, update, and produce work products.
- Experience with Federal projects and with the VA in particular.
- Experience with medical projects.
