KDHE Brownfields Coordinator
The Kansas Department of Health & Environment is seeking a coordinator for the Kansas Brownfields Program. The position requires a strong communicator who will be the lead grants planner/writer; manage work plan activities, budget and timeline to meet grant program goals; conduct outreach promotions and communications; provide technical assistance to private and non-profit developers and tribal, local, state and federal agencies;

and coordinate environmental site assessments through KDHE contractors.

Position Summary & Responsibilities

• Lead grant planner/writer and tracker for the Assessment and Restoration Section for all 128(a) and 104(k) grants. Plan and draft the grant, determine budget with the Section Chief and fiscal analyst, and coordinate with other state programs and EPA; notify subsequent awards.
• Assist tribal governments, municipalities, and non-profit organizations in competitive grant applications including review, consultation, and coordination.
• Track, monitor, and report to the Section Chief all grants awarded to KDHE, ensuring quarterly and/or semi-annual reporting requirements are met.
• Plan and enhance the Brownfields outreach program; plan, conduct, and participate in workshops and community events; represent the agency at public meetings and technical meetings; present technical data as needed.
• Publish newsletters and maintain the program website; establish relationships with tribes, industry, governmental officials, consultants, and the public.
• Plan and conduct studies on land use and environmental impact to promote redevelopment of contaminated properties; conduct brownfields inventories; review technical proposals and reports for technical adequacy.
• Act as project manager on complex Brownfield sites; evaluate progress to ensure timely completion; interact with consultants and the public to review and negotiate project aspects; maintain certifications for Phase I/II ESAs and related surveys.

Qualifications

Education
High School or GED

Licensing & Certification
Valid Driver's License (incumbent must maintain a valid driver's license when operating a state or other vehicle for State benefit)

Minimum Qualifications
Four years of experience in environmental science with emphasis on biology, chemistry, geology or related natural science; proficiency with Word, Excel, PowerPoint, Access; proofreading and editing; public speaking to diverse audiences.

Preferred Qualifications
Environmental sciences, business, education, and/or communications; MS Publisher and ESRI Arc Map; experience conducting ASTM Phase I & II Environmental Site Assessments; ability to organize workshops/conferences; experience with databases and newsletters; knowledge of lead-based paint and asbestos materials;
Arc Map GIS experience.

Post-Offer, Pre-employment Requirements
Must pass a physical to work in protective gear and obtain/maintain ASTM certification for Phase I and II environmental assessments.
