Environment Compliance Regulatory Specialist

Kansas Department of Health and Environment (KDHE)

Position within KDHE. Public health, environment, and health care finance are managed under a single agency.

Public Water Supply Compliance Inspections:
Performs inspections of groundwater and surface water treatment facilities to determine compliance with federal and state statutes and protect public health. Evaluates monitoring data, analyzes operational protocols, collects and compiles data, and prepares reports using SWIFT. Submits inspection reports to the facility and Bureau of Water within 20 working days. Collects samples for laboratory analysis and tracks corrective actions, ensuring deficiencies are corrected within 45 days.

Updates SWIFT to document correction of deficiencies and escalates non‑compliance to the DEA for potential enforcement.

Wastewater Treatment Facility Compliance Inspections:
Performs inspections of municipal, commercial, and industrial facilities to ensure compliance with operating permits and regulations. Evaluates monitoring data against permit effluent limits, analyzes plant protocols, and prepares inspection reports. Establishes compliance deadlines and follows up to ensure corrective actions are implemented. Conducts complaint and Fishkill investigations, collects environmental samples, and communicates findings with the Bureau of Water and relevant agencies.

  High School or GED.
• Licensing & Certification
  :
  Valid driver’s license held while operating a state vehicle.
• Minimum Qualifications
  :
  Two years of experience in an environmental field and/or program, or a bachelor’s degree in environmental, agricultural, or natural sciences/resources. Education may substitute for experience as determined relevant by the agency.
• Preferred Qualifications
  :
  • Background in environmental, agricultural, or natural sciences/resources.
  • Coursework in environmental sciences, natural resource management, or related field.
  • Proficiency in Word, Excel, PowerPoint, Access.
  • Proofreading, editing, and attention to detail.
  • Strong written and oral communication skills.
  • Ability to track and manage multiple projects and deadlines.
  • Previous work experience in an environmental regulatory field.
  • Knowledge of onsite water supply and wastewater treatment principles.
