This position is open only to candidates with a BA in Human Resources or Business/Public Admin with an emphasis on HR, and, with 5 years' successful experience in HR Management. We are especially interested in qualified candidates who also have experience promoting workforce racial equity, diversity and inclusion.
The Manager is responsible for the day-to-day HR activities and operations of a non-profit organization with under 75 employees. Responsibilities include recruitment and hiring, on-boarding, benefits administration, engagement with payroll, compliance with labor laws, and implementation of employee performance management systems.
Manage employee recruitment, onboarding and employee life cycle
The HR Manager uses a variety of recruitment techniques and platforms to successfully generate qualified, appropriate candidates for position vacancies throughout Community Action.
· Coordinates pre-recruitment efforts such as job description revision or creation, research on industry standards, and collaborates with division directors to edit and create interview questions.
· Prepares and supports hiring team members by providing guidance, tools, and best practices to conduct effective and professional interviews.
· Follows company protocols for recruitment of candidates representing the population served by Community Action and meeting the needs of the agency.
· Screens applicants, sets interview schedules, communicates with candidates, and participates in interviews.
· Conduct pre-hire checks and fingerprints.
· Prepares job offers and establishes start-date and on-boarding schedules.
· Communicate with applicants.
· Provide effective new employee onboarding experience.
· Create and maintain employee profile in HR database.
· Update employee changes in HR database.
Oversee and maintain employee performance assessment process
The HR Manager maintains a comprehensive tracking and analysis system to ensure
Performance assessments are conducted meaningfully and timely, and data from the assessments is maintained and analyzed with senior leadership.
· Update forms and processes as needed.
· Provide reminders to managers regarding due dates.
· Provide training to supervisors to facilitate an effective employee assessment process.
· Support managers with establishing performance improvement plans and disciplinary actions and tracks employee progress with such matters.
Oversee and manage Employee relations
The HR Manager provides support to team members and leadership to ensure the Agency follows Federal and State regulations.
· Provide support and coaching to managers with employee related issues.
· Conduct disciplinary meetings and investigations and provide updates to the Executive Director as necessary.
· Facilitate employment terminations.
· Provide support and coaching to team members.
· Conduct internal investigations
Manage employee and agency benefits/compensation administration
The HR Manager coordinates with agency leadership and designated vendors on planning of group benefits programs.
· Ensure timely, accurate and effective benefits administration processes,including but not limited to employee enrollments and changes, benefit database maintenance, and partner with Fiscal to review benefit vendor bills to benefits database.
· Administer compensation structures and benefits programs
· Conduct salary benchmarking and ensure internal equity
HR Systems and Data Management
· Maintain HRIS systems and employee records
· Prepare quarterly reports for leadership and board as needed
Manage Employee Time keeping and Benefit accrual system
· Maintain New Hires, Terminations and changes.
· Reconcile and provide hours to Fiscal Bi-Weekly.
Maintain compliance with laws and adherence to best practices
· Ensure compliance with federal laws such as the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), and Title VII of the Civil Rights Act
· Maintain compliance with Kansas labor laws and regulations
· Develop, update, and enforce HR policies and procedures regularly.
· Maintain knowledge of trends, best practices, regulatory changes, and explores new technologies in human resources as needed.
Perform other duties as assigned - Perform such other duties as may, from time to time, be assigned by the supervisor and/or the supervisor’s designee, including, but not limited to:
· Participate in agency events and special activities.
· Practice adaptability and openness to change as the position and organization evolve over time.
REQUIRED WITHIN A PARTICULAR TIMEFRAME AFTER HIRE:
· SHRM-CP, SHRM-SCP, or HRCI or equivalent within 3 years of hire.
· Certified Community Action Professional (CCAP) within 4 years of hire.
PREFERRED AT TIME OF HIRE:
· Fluency in speaking Spanish
· Current SHRM-CP, SHRM-SCP, or HRCI designation
