IT Portfolio Analyst

We are seeking an IT Portfolio Analyst to support enterprise IT portfolio planning, governance, reporting, and optimization efforts within a large public-sector technology organization.

This role will help leadership maximize portfolio value, balance resource capacity, manage risk, and ensure projects align with organizational goals and strategic priorities. The ideal candidate will have experience supporting PMO, portfolio management, governance, reporting, analytics, budgeting, and executive decision-making processes.

• Evaluate project proposals for strategic alignment, resource impact, feasibility, and return on investment (ROI)
• Support portfolio intake, planning, prioritization, and governance activities
• Monitor portfolio health, including budget performance, schedule adherence, risks, dependencies, and resource utilization
• Develop and maintain portfolio dashboards, scorecards, executive reports, and key performance indicators (KPIs)
• Perform resource capacity planning, forecasting, and allocation analysis across multiple initiatives
• Conduct cost-benefit analysis and scenario modeling to support strategic planning and decision-making
• Identify project interdependencies, conflicts, bottlenecks, and portfolio-level risks
• Prepare executive-level reporting and presentations to communicate portfolio health and priorities
• Track project lifecycle milestones and governance checkpoints
• Document portfolio review decisions, action items, and status updates
• Maintain portfolio management tools, templates, and documentation standards
• Support continuous improvement initiatives focused on portfolio management processes, reporting, and governance

• Bachelor's degree and at least 3 years of experience supporting IT project management, PMO functions, portfolio management, or related activities
• OR 5+ years of relevant IT project management, PMO, or portfolio management experience
• Strong Microsoft Excel skills, including Pivot Tables, VLOOKUP/XLOOKUP, and data analysis
• Experience developing reports, dashboards, and executive summaries
• Working knowledge of Agile, Waterfall, and project management methodologies
• Experience analyzing budgets, resource utilization, schedules, and project performance metrics
• Strong communication, organization, and stakeholder management skills

• Experience with Power BI, Tableau, or similar reporting and visualization tools
• Experience supporting PMO or portfolio governance functions
• Knowledge of budgeting, cost tracking, ROI, NPV, IRR, and variance analysis
• Experience with portfolio management platforms such as Planview, Clarity PPM, Service Now ITBM, Smartsheet, or Microsoft Project Online
• CAPM, PMP, PMI-PBA, State Project Management Certification, or similar credentials

• Must reside within commuting distance of Topeka, KS
