The Kansas Department of Health and Environment is seeking a collaborative and compassionate leader to serve as the Special Health Care Needs (SHCN) Program Manager. In this role, you will lead a dedicated team of Care Coordinators who work alongside children and youth with special health care needs and their families to navigate complex systems, connect with resources, and receive meaningful, family-centered support.

The Program Manager is responsible for fostering a positive team culture built on collaboration, accountability, professional growth, and effective communication while ensuring families receive high-quality care coordination and support. This position plays a key leadership role in the continued growth of the SHCN Program through staff development, quality improvement, and strong partnerships across Kansas. The Program Manager represents the program through collaboration with healthcare providers, community organizations, state agencies, managed care organizations, and other partners to strengthen services and improve outcomes for children and families.

The ideal candidate is an adaptive leader who is comfortable balancing day-to-day operations with long-term program development. They are an excellent communicator who builds trusting relationships, supports and develops others, approaches challenges with curiosity and compassion, and remains focused on continuous improvement. This position also provides oversight of program operations, budgets, contracts, and strategic initiatives that support the mission of the SHCN Program.

The position (K0218536) Plan, organize and direct activities and manage resources necessary to operate and maintain the Special Health Care Needs (SHCN) program. Oversee the development and dissemination of materials used to inform families, providers, and the general public about SHCN population needs and services. Review, analyze and interpret state statutes, regulations, and guidelines on annual basis or more frequently as needed to ensure the program is meeting the needs of SHCN clients and their families, SHCN providers, and the general public.

Assist Section Director in the preparation and management of the SHCN budget.

Reviews program efficiencies, efficacy, and improvement opportunities relating to administration of services, especially those related to care coordination services and supports for clients and their families.
