Central Accounting Manager Central Accounting Department of Finance Hourly Wage: $39.82/Regular/Full-Time/Supervisory

The Accounting Manager is responsible for all areas relating to financial reporting, completes complex fiscal management and coordinates with other Yakama Nation programs including, but not limited to:
Property and Acquisitions, Information 'Technology, Grants and Contracts and Insurance. This position will be responsible for developing and maintaining accounting principles, practices, and procedures, managing the team to ensure work is allocated for accurate and timely, monthly, and quarterly financial statements. They will be available to provide accurate financial information in a timely manner and provide technical assistance to the Chief Finance Office (Deputy Director of Finance) and Finance Officer as requested.

Will develop and train staff to handle all functions of financial accounting and reporting which requires cross training.

Examples of Work Performed
  • Train, direct and assist staff to prepare balance sheets, income statements, budget comparisons, annual processing of 1099's and payroll reports.
  • Work with Finance Officer and CFO (Deputy Director of Finance) to ensure a clean and timely year end audit.
  • Must ensure that the Yakama Nation complies with all applicable government regulations and governmental accounting principles.
  • Assist with the preparation of the annual indirect cost proposal.
  • Compile data and complete the annual SEFA report.
  • Review journal entries for accuracy and review the General Ledger set-up.
  • Submit reports of cash balances to Grants and Contracts and Administration for additional review and findings.
  • Ensure that all bank accounts are reconciled.
  • Review trial balance for possible discrepancies, outdated numbers and/or errors and clean up accounts with program/Grant and Contract involvement.
  • Ensure and provide prompt indirect charge billings.
  • Ensure Payroll is posted in a timely manner and properly reported.
  • Completes annual budget for Central Accounting and ensures managers that are supervised by Accounting Manager complete theirs as well.
  • Assure that quality control is reviewing all Purchase Orders (PO's), travel Authorizations (TA's) and Journal Entries (JE's) to discover errors. Ensure that aged TA's and POs are reported to the respective program and Administration.
  • Assure checks and balances of sound internal controls are in place and adhered to. Prevent incompatible duties within the program.
  • Compile data and financial information upon request pertaining to balances, expenditures, transactions, budgets, travel, payroll, bank accounts, etc.
  • Coordinate with all Yakama Nation programs to ensure accountability.
  • Meets, reviews, and makes recommendations on adequacy of computer hardware.
  • Reviews and updates position descriptions of staff in Central Accounting with the consultation of Finance Officer.
  • Will assist external auditors during audit field work and will prepare reports and source documents as required for a successful A-133 audit. Will review with the Finance Officer on compliance issues that arise and ensure corrective actions are put in place and adhered to.
  • Review GFAAG for accuracy and ensure depreciation and assets are recorded accurately in the General Ledger.
  • Must be familiar or become familiar with statutes, resolutions, committee actions and policies in order to research and interpret the same for the Yakama Nation.
  • Ensures that all receivables for the tribe are reported on the General Ledger.
  • Reviews receivables to the tribe and ensures that interest is calculated if necessary and recorded accurately.
  • Will communicate and coordinate with other programs as they directly relate to Grants and Contracts.
  • Completes other duties as assigned.
