The Vice President, Procurement role provides enterprise-wide leadership for procurement at Infrastructure Ontario (IO), with a primary focus on capital project procurement. The position is accountable for delivering strategic, commercially grounded advice and hands-on execution across the full procurement lifecycle—structuring, development, tendering, evaluation, negotiation, and contract management—while ensuring alignment with IO’s strategic objectives, governance requirements, and enterprise risk posture. The role also serves as a trusted advisor to IO’s clients and external stakeholders, strengthening market confidence and advancing best-practice public procurement outcomes.
WhatYou Will Do
- Execute and provide strategic advice on the enterprise-wide provision of procurement services from and within IO, ensuring consistency, value for money, and alignment with legislation, policy, and public procurement best practices.
- Provide end-to-end procurement (commercial and process) expertise to assigned business units, leading issue management across structuring, development, tendering, evaluation, negotiation, and contract management stages of capital procurements, including the procurement of supporting advisors.
- Lead the execution of all procurements required by the Project Delivery Division, as assigned, ensuring timely delivery, compliance, and market-aligned outcomes.
- Lead the commercial structuring of capital procurement mandates from a procurement perspective, overseeing the capital project pipeline, advisory services supporting Project Delivery, and subject matter expertise related to scope, submission requirements, evaluation criteria, and negotiations.
- Establish a strong norm of collaboration across IO by proactively engaging Legal, Governance, Transaction Structuring, Budget/Finance, and other internal partners to resource mandates effectively and support timely decision-making.
- Oversee the mitigation and management of enterprise risks associated with delivering the capital project pipeline, championing modernization of systems, data strategy, and operational functionality through streamlined, integrated technologies and disciplined change management.
- Promote close collaboration with the Project Delivery IT function by providing expert advice on outcomes-based procurement strategies and advising senior leadership on commercial options, risks, and trade-offs.
- Lead the development and continuous improvement of processes and procedures that professionalize capital project procurement.
- Foster staff development by co-leading the Procurement & Program Management team, identifying development priorities, strengthening knowledge management, driving change management disciplines, and equipping staff as IO evolves into a commercial management centre of excellence.
- University degree, preferably in business administration, commerce, or a related discipline
- Master’s degree (MBA preferred) considered an asset
- In-depth knowledge of public-sector capital and infrastructure procurement best practices, including strategic sourcing, procurement legislation and trade agreements, procurement analytics, and contract administration
- Minimum of five years’ experience leading capital infrastructure and construction procurements in the public sector
