Category Manager – Construction (12-month contract)

$70 – $90 per hour

Toronto Hybrid – 1 day per week in office

Our client, a large public sector organization in Ontario, is recruiting for a Category Manager – Construction. This 12-month contract requires a delivery-focused professional who can navigate large-scale capital works to secure excellent project outcomes.

This focuses on long-term category governance and strategic sourcing. You will design the procurement roadmap for capital construction, engineering services, and preventative maintenance programs. Acting as a key advisor, you will lead RFx activities, navigate public sector compliance frameworks, and guide a team of sourcing specialists to deliver cost-effective and socially responsible commercial outcomes.

Key Responsibilities:

• Architect multi-year procurement strategies for construction portfolios, leveraging robust market research and internal spend metrics to maximize value and minimize risk.
• Supervise and mentor sourcing specialists through the end-to-end RFx process, validating bid documents, evaluation frameworks, and final supplier selection models.
• Collaborate closely with internal business units, including Facilities Management, Legal, and Finance, to map future demands, align budgets, and manage contract strategies.
• Ensure all procurement workflows rigorously adhere to organizational policies, Broader Public Sector (BPS) directives
• Embed environmental sustainability and social procurement frameworks directly into category plans and vendor evaluation metrics.

About You:

• You bring 7+ years of progressive experience within strategic sourcing or category management, specifically tailored to public sector frameworks.
• You possess deep expertise in construction-related procurement (ideally with a strong familiarity with CCDC agreements), building maintenance, and major capital assets.
• You are adept at coaching junior procurement staff, building consensus, and managing diverse cross-functional stakeholder relationships.
• You are an end-to-end procurement professional who doesn't just manage from a distance; you are ready to roll up your sleeves and personally own the entire sourcing lifecycle from initial discovery through to contract execution.
