Position Overview

As Director, Business Development, Government Programs, you will architect and execute a growth strategy that retains and expands Medavie’s position as a partner of choice for Canadian governments. You will set direction, ignite collaboration across the organization and strengthen relationships with government stakeholders.

Responsibilities
  • Define and execute mid‑term and long‑term growth strategies for the Government Business Division.
  • Create, communicate, and execute the business development plan aligned to growth objectives, profitability, and client impact goals; continuously monitor, analyze, and present progress and results.
  • Achieve outcomes related to expanded or new business, tracking progress against KPIs each year.
  • Provide ongoing expertise on market trends, emerging opportunities, and the competitive landscape, acting as Medavie’s voice in the market.
  • Build deep, trust‑based relationships at provincial and federal government levels and with key industry stakeholders.
  • Identify and manage relationship touchpoints and industry involvement that strengthen Medavie’s position for new business and retention of in‑force business.
  • Drive market differentiation through industry involvement and strategic external relations.
  • Define the product and service roadmap for Government Business based on industry needs.
  • Collaborate extensively with internal teams and other divisions to advance the product roadmap, support product launches, and ensure seamless new business implementation.
  • Advance the strategy internally with the Government Division leadership team and across organizational divisions and shared services.
  • Work internally to optimize proposal approach and responses to produce competitive and winning bid submissions.
Qualifications
  • Education:

    University degree in business or related fields (or equivalent experience). A Master’s degree or equivalent professional experience is an asset.
  • Experience:

    Minimum of 7 years in business development with a track record of success, or a minimum of 7 years of director‑level or equivalent leadership experience in the health benefits administration industry with client relationship management responsibility.
  • Experience in public health benefits and programs administration.
  • Federal procurement navigation experience is an asset.

  • Expert communicator and influencer with excellent written, verbal, and presentation skills; executive presence and political acumen to navigate government priorities and stakeholder dynamics.
  • Analytical and market‑focused thinker capable of interpreting data, identifying market trends, and guiding development of government‑focused products and services.
  • Digitally fluent and AI‑enabled with solid Microsoft Suite capabilities, experience using AI tools, and ability to co‑create strategic digital/AI solutions.
  • Highly collaborative relationship‑builder who can work effectively across levels and create novel cross‑divisional ways of working to unlock new opportunities.
  • Excellent verbal and written communication skills; bilingual (English/French) is an asset.

Pay Range

Base Pay: $120,335 - $171,907 (may vary). Eligible employees may participate in performance‑based incentive programs.
