And, our mission is to support waste reduction and resource recovery by enforcing compliance with Ontario’s producer responsibility laws, providing registry services to our regulated community, and reporting publicly on Ontario’s progress towards a circular economy.

We are looking for a talented and committed individual to join us as Compliance Data and Business Intelligence Analyst to support the government’s efforts to protect the environment and advance a new economy in which waste is reused, recycled, and reintegrated.

Job Summary

The Compliance Data & Business Intelligence Analyst supports the organization’s circular economy mandate by delivering high-quality analysis, analytics, reporting, and data stewardship across regulated resource recovery programs (including the Blue Box, tires, and all other RRCEA programs). You will need to have strong knowledge of compliance, policy, regulatory, and market frameworks, along with a deep understanding of waste management planning and operations across relevant sectors;

specific knowledge of the Blue Box program is a strong asset. Using policy analysis and research methodologies, you will assess compliance trends, interpret regulatory requirements, and support evidence‑based decision‑making and program performance monitoring. Working closely with internal teams (e.g., Compliance, IT, Data Analytics, Finance) and external stakeholders (e.g., service providers, producers, the Ministry), you will ensure compliance data integrity, usability, and actionability in support of evidence-based decision-making, regulatory oversight, and compliance program performance monitoring.

Essential Duties and Responsibilities:

1) Data-Driven Compliance Decision Making

  • Develop processes and maintain regular compliance reporting, including the development of reporting procedures and policies, across regulated programs and operational areas, ensuring clarity, accuracy, and consistency.
  • Assist with cultivating data literacy in compliance staff, provide guidance and training regarding data tools and analytics; assess and address compliance data requests.
  • Produce deliverables such as operational performance summaries, risk assessment reports, and presentations that synthesize data trends, risks, and compliance recommendations.
  • Assist with the development and monitoring of KPIs and corporate performance measures to assess program effectiveness and identify continuous improvement opportunities.
  • Ability to support inspector workflows is required.

2) Data Stewardship & Quality Assurance

  • Act as a data steward for priority datasets, defining and maintaining:
  • Compliance data definitions and rules
  • Standardized reporting logic
  • Data quality controls and exception handling
  • Documentation and audit trails for repeatable reporting
  • Complete regular case data reviews, assessing case data against internal compliance procedures and policies and reporting on review outcomes to compliance leadership and in executive reports.
  • Support data governance activities including data request management, controlled access, and appropriate handling of sensitive or confidential information.
  • Support cross-functional projects such as registry improvements, public communications and reports, budgeting and fee setting, and systems/process enhancements.

3) Resource Recovery Program Analytics

  • Provide resource recovery data analytics support for all RRCEA programs, with a focus on Blue Box.
  • Support comparative analysis across jurisdictions (where relevant), and identify implications for program design, compliance approaches, or operational enhancements.
  • Engage with the Ministry, registrants and stakeholders to understand data needs and assess feasibility while considering RPRA’s Access and Privacy Code and resourcing.
