Must have:
  • 10+ years of experience providing business analysis services for complex I&IT initiatives involving diverse business and technology stakeholders.
  • Extensive experience eliciting, analyzing, documenting, validating, prioritizing, and managing business, functional, non-functional, process, and data requirements.
  • Strong experience facilitating requirements gathering through interviews, workshops, focus groups, and stakeholder consultations.
  • Proven experience establishing and maintaining end-to-end requirements traceability from business objectives through implementation and operational transition.
  • Strong experience conducting current-state and future-state analysis, business process improvement, process re-engineering, and service modernization.
  • Experience identifying, analyzing, documenting, and managing risks, issues, assumptions, dependencies, constraints, and mitigation strategies.
  • Experience supporting large-scale transformation, modernization, migration, and enterprise-wide change initiatives.
  • Experience working with OPS Unified Project Management Methodology, Enterprise Architecture standards, system development methodologies, and project gating requirements.
  • Proven ability to facilitate business, technical, and executive stakeholders through complex discussions, competing priorities, and decision-making processes.
  • Advanced experience with Microsoft 365, Teams, Word, Excel, PowerPoint, Visio, Azure Dev Ops, and business modelling tools.
  • Public sector/Ontario Public Service experience is strongly preferred.
Role and Responsibilities:
  • Lead and support business analysis activities for complex I&IT initiatives and enterprise-wide transformation programs.
  • Elicit, analyze, document, validate, prioritize, and manage business, functional, non-functional, process, and data requirements.
  • Facilitate stakeholder interviews, workshops, focus groups, and consultation sessions to define business needs and solution requirements.
  • Conduct AS-IS/current-state and TO-BE/future-state analysis and identify opportunities for process improvement and service modernization.
  • Develop business requirements, use cases, business rules, process models, workflows, data models, and requirements specifications.
  • Establish and maintain end-to-end requirements traceability using Azure Dev Ops, IBM DOORS, or equivalent requirements management tools.
  • Develop and maintain business analysis governance artifacts, including business cases, options analyses, feasibility studies, decision papers, risk assessments, and executive briefings.
  • Identify and manage risks, issues, assumptions, dependencies, constraints, and mitigation strategies throughout the project lifecycle.
  • Ensure business analysis deliverables align with OPS Unified Project Management Methodology, Enterprise Architecture standards, governance requirements, and project gating processes.
  • Evaluate solution alternatives and translate business, process, and data requirements into specifications supporting technology solution design and implementation.
  • Facilitate decision-making among business stakeholders, executives, technical teams, vendors, and external partners.
  • Prepare executive briefings, presentations, status reports, recommendations, governance documentation, and stakeholder communications.
  • Support business readiness, organizational change, benefits realization, performance measurement, and post-implementation evaluation activities.
