The AVP, Continuity, Contingency, and Resilience Risk Management is an enterprise-wide second-line leadership role accountable for strengthening TD’s ability to withstand, adapt to, and recover from major disruptions while maintaining critical financial services. The position owns the continuity and resilience framework, governance, policies, risk appetite, metrics, scenario testing, and executive reporting, while providing effective oversight and challenge across the first line.
Working closely with Technology, Cyber, Third Party Risk, Data, Operational Risk, and Recovery and Resolution teams, the AVP will integrate resilience requirements into business planning and investment decisions, advise senior executives and Board-level committees, and lead executive communications during significant incidents.
- Lead the design, implementation, and ongoing enhancement of the enterprise continuity, contingency, and resiliency management programs, establishing enterprise-level governance, policies, standards, and practices that strengthen TD’s ability to withstand, adapt to, and recover from disruptions while supporting strategic objectives.
- Own and enhance TD’s continuity and resilience framework, ensuring alignment and interconnectivity across Operational Risk, Technology Risk, Third Party Risk, Data, and other risk and functional areas.
- Advise senior executives and Board Risk Committees on resilience posture, emerging threats, and remediation priorities.
- Establish, maintain, monitor, and report continuity and resiliency risk appetite statements, measures, and metrics.
- Lead oversight and the review and challenge of TD’s management of continuity- and resilience-related top and emerging risks, the effectiveness of key controls, and alignment with applicable regulatory expectations.
- Establish and maintain enterprise continuity and contingency frameworks that enable consistent identification of critical services, dependencies, and vulnerabilities and ensure resilience requirements are embedded in business planning, change initiatives, and investment decisions.
- Oversee scenario design, stress testing, and disruption exercises across critical business services, providing senior management with clear, decision-enabling insights into resilience posture, gaps, and improvement priorities.
- Ensure alignment with regulatory frameworks (e.g., OSFI, OCC, etc.).
- Serve as the primary escalation point and overall lead for governance and for the development of executive communications during major disruptions.
- Provide people leadership by hiring top talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork, driving differentiated performance, and addressing performance issues.
- Partners with Technology, Cyber, Third Party Risk, Data, Operational Risk, Recovery and Resolution, and other teams to integrate cyber incident response, disaster recovery, and third-party resilience considerations into enterprise continuity and resilience plans.
- Degree in Business, Finance, Risk Management, Information Systems, Engineering, or a related field; an advanced degree, such as a master’s degree, is beneficial.
