Supply Ontario is a provincial agency transforming how the Government of Ontario and over 6,000 public sector entities buy goods and services, managing approximately $30B in annual spend. It strengthens supply chain resilience, modernizes procurement, and supports Ontario‑ and Canada‑focused economic development through enterprise‑wide Vendor of Record (VOR) arrangements, a new procurement portal, and partnerships with shared services organizations. It also manages Ontario’s Strategic Inventory, a centralized, province‑wide stockpile of critical supplies that ensures readiness for surge demand and future emergencies while strengthening domestic supply chain resilience.

the Role

The Chief Financial Officer (CFO) is accountable for setting the strategic direction and priorities of the organization’s financial services, overseeing all aspects of finance, controllership, budgeting, and risk management, while ensuring strong governance, compliance, and financial stewardship across Supply Ontario. The CFO will demonstrate a strong understanding of audit practices, including the development and execution of risk‑based audit plans, internal controls, and governance frameworks.

In addition, the CFO demonstrates deep public sector procurement expertise, with experience in large‑scale, broader public sector environments.

Key Responsibilities Shape the financial strategy and direction
  • Define and drive the vision, strategy, and priorities for all financial functions in alignment with Supply Ontario’s mandate
  • Lead the development of financial frameworks, policies, and programs to enable consistent performance
  • Oversee funding, pricing, and costing models to meet legislative and stakeholder requirements
  • Establish operational plans and performance metrics aligned with corporate strategy
Oversee financial operations and safeguard integrity
  • Direct all financial services, including budgeting, reporting, controllership, cash management, payroll, and analysis
  • Strengthen enterprise risk management and internal control frameworks
  • Lead risk‑based audit planning to enhance controls and operational effectiveness
  • Ensure delivery of audit, compliance, risk management, and FOI functions
Guide decision‑making at the executive level
  • Provide strategic financial counsel to the CEO, Board, and senior leadership on performance, risk, and key initiatives
  • Lead Board reporting and discussions on financial results, audit, and risk oversight
  • Ensure compliance with legislative, regulatory, and FOI requirements
  • Represent Supply Ontario externally on financial, audit, and risk matters
Champion collaboration and organisational excellence
  • Build strong relationships across the OPS, BPS, and broader public and private sectors
  • Foster a culture of innovation, collaboration, and continuous improvement
  • Develop and lead a high‑performing, diverse team focused on accountability and engagement
  • Partner with executive peers to advance enterprise‑wide priorities and service excellence
Qualifications
  • Credentials &

    Experience:

    Degree in finance, accounting, or related field with CPA, plus 12+ years of progressive experience, including senior leadership of a finance or corporate services function in a public sector environment.
  • Financial & Regulatory Expertise:
    Strong knowledge of financial planning, analysis, controllership, and risk management, with experience navigating complex funding, reporting, and legislative frameworks.
  • Leadership & Strategic Capability:
    Proven strategic leader with the ability to drive transformation, build high‑performing teams and systems, and improve efficiency through strong analytical, problem‑solving, and decision‑making skills.
