I. JOB PURPOSE

Implements programs and services to support the financial viability and sound financial information management of CNO; and oversees the Contracts and Procurement functions.

KEY RESPONSIBILITIES
  • Manages the Finance function, integrating best / current and legislatively compliant practices, including:
    • Establishing and overseeing mechanisms and processes for financial analysis and reporting, general accounting, and internal controls, including the integrity of information in CNO’s financial management system.
    • Establishing the annual budgeting process including timelines, activities, resources, and documents; consulting with and supporting organizational leaders and budget holders to develop annual budgets and facilitate compliance with financial systems and practices.
    • Providing financial support, documentation, and guidance to assist the team in preparing budget presentations to Finance & Risk Committee and Council.
    • Supporting the interim and year-end audit of consolidated financial statements; working collaboratively with external auditors to prepare supporting documents, respond to audit inquiries, and prepare account reconciliation and variance analysis, as required.
    • Supporting the Director, Business Services to ensure that appropriate resources are made available to the Finance & Risk Committee including for meetings and orientation.
  • Manages the Contracts and Procurement functions, integrating best / current and legislatively compliant practices, including:
    • Overseeing the development and implementation of vendor relationship management strategies and tracking system.
    • Collaborates with relevant parties to improve communication and align procurement activities to organizational needs.
    • Strengthens vendor relationships through clear, transparent, and timely communication across procurement and contract management processes.
    • Establishing and overseeing mechanisms and processes to procure goods and services, and negotiate and manage contracts with vendors.
  • Applying an enterprise perspective, acts as a collaborative steward to promote CNO’s organizational health; examples include participating in leadership forums or groups, contributing to operational planning, prioritizing, and budgeting processes, and promoting work community / cultural initiatives.
  • Identifies policy gaps, deficiencies, and enhancements in relation to Finance and Procurement Services; contributes to the development and implementation of policies and practices supporting the delivery of the team’s function.
  • Recommends and monitors the team’s budget, adjusting plans and programs as necessary; proactively identifies budget shortfalls and identifies and implements mitigating strategies.
  • Hires, trains, develops and evaluates employees accountable to the Manager in accordance with the policies of CNO and current best practices, building human resource capabilities and capacity.

  • Completion of an undergraduate degree in business, finance, and accounting.
  • Chartered Professional Accountant (CPA) designation.
