Reporting to the Fire Chief and General Manager, Toronto Fire Services, the Deputy Fire Chief provides executive leadership for a complex corporate services portfolio that includes Business Services (Finance and Administration/Quartermaster), Purchasing, Apparatus and Vehicle Maintenance, Asset and Equipment Management, and Facilities Management. The role supports the operational readiness, resilience and long-term sustainability of Toronto Fire Services through strategic financial stewardship, asset lifecycle planning and effective organizational leadership.
The Deputy Fire Chief advises the Fire Chief on strategic priorities, initiatives and resource planning, and works collaboratively with the Command Team to establish portfolio-wide goals, performance measures and accountability frameworks. The role provides leadership in strategic financial planning, operating and capital budgeting, financial controls, asset management, and financial and management reporting, ensuring alignment with service needs and City priorities. This includes developing, recommending and administering annual operating and capital budgets, controlling expenditures within approved limits, and supporting the presentation of Toronto Fire Services’ budgets to City committees and City Council.
The Deputy Fire Chief is accountable for ensuring that robust financial management frameworks, internal controls and administrative processes are in place to manage risk, support transparency and enable informed decision-making. All financial and related reporting to the Fire Chief, City leadership and other levels of government must be accurate, timely and clearly communicated.
The role also leads long-term planning for the acquisition, operation and maintenance of facilities, vehicles and equipment, considering asset condition, regulatory requirements, service demand and community growth. The Deputy Fire Chief directs all activities within the assigned portfolio, delegates authority appropriately, and ensures consistency with Toronto Fire Services’ policies, standards and strategic objectives, while driving continuous improvement in business performance and service delivery.
As a senior leader, the Deputy Fire Chief leads and motivates a diverse workforce, fosters collaboration and innovation, and promotes a culture of psychological safety, wellness and accountability. The role provides leadership on complex labour relations matters and plays a key role in management–labour negotiations, working constructively with the Toronto Professional Firefighters’ Association and other stakeholders.
