As a member of Toronto Water's Capital Programming and Implementation, the Project Manager in the Capital Works Delivery (CWD) unit is responsible for providing effective management of planning, studies, design and construction of assigned multidisciplinary municipal infrastructure Projects or Programs.
Reporting to either the Branch Chief or Manager of Capital Works Delivery, the Project Manager is responsible for providing technical expertise and project management skills, controlling time, scope, budget and facility impacts for assigned Toronto Water Capital Projects or Programs.
Major Responsibilities- Manages and delivers Water and Wastewater Capital Projects such as, preliminary designs, detailed designs, and construction for both vertical assets (water treatment plants, wastewater treatment plants, pumping stations) and linear assets, under the guidance of a Senior Project Manager throughout the life of a project (Initiation, Planning, Environmental Assessment, Design, Construction, Commissioning and Close-out).
- Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
- Responsible for refining scope, schedule and budget through Project Chartering and Risk Analysis with technical advice and operational and maintenance advice from Technical Resources.
- Responsible for co-ordination and management of the project team and project stakeholders, seeking consensus and resolving conflicts with the authority to make a final determination.
- Supports the Senior Project Manager by developing processes, guidelines, and work-flows to streamline project delivery and achieve branch's objectives and targets.
- Supports fellow project managers in their branch by sharing relevant experience and knowledge, and by acting as a back-up during vacations and absences.
- Acts as a first point of contact between the project team and various departments within Toronto Water and other City divisions and sections.
- Provides support to the Capital Works budget process, and assist in controlling expenditures of consultants, contractors, and internal staff.
- Participates in preliminary design, detailed design and implementation of capital work projects, and works with City of Toronto staff, consultants and contractors during construction and commissioning stages to ensure quality workmanship and compliance with Toronto Water's goals and guidelines.
- Provides input and supports the development and implementation of technical standards and policies associated with management and stewardship of municipal infrastructure through routine review and audit reports.
- Liaises and coordinates with divisional and corporate support sections as well as other facility representatives;
Managers, Supervisors, Engineers, IT System Analysts, and Operational/Maintenance staff. - Prepares estimates to assists in preparation of capital budget.
- Leads project teams , consultants and contractors. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
- Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Identify and obtain support for other issues like: compliance programs, prosecutions, property, bylaw, environmental and risk management and public safety in compliance with the city policies and by-laws.
- Represents the Division/Department at meetings with public, stakeholders and Councillors, such as assisting the Unit Manager and Program Team to identify, address and ensure timely response to resolve ongoing and emerging issues, complaints and customer service deficiencies facing the division and its operations, and liaise with Members of Council and their staff on behalf of the Project /Program as required.
- Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulates sound recommendations regarding such additions or alterations during design and construction phases.
