The role:Part of a dynamic team within the Responsible Procurement and Oversight group that contributes to the overall success of the Procurement function globally by ensuring initiatives are executed and delivered in support of the department’s business strategies and objectives. The Manager reports to the Senior Manager and works with multiple stakeholders across the Bank. The role will manage the effectiveness of the Procurement function internally, providing quality assurance review and externally, by testing standards related to the procurement function.
The Manager will play an integral role in managing regulatory and non-financial risk matters and audit closures for Procurement. The successful candidate will be adaptable to a range of challenging projects and have a strong interest in audit, compliance and governance, procurement, and financial services.
- Champion a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Support in the reporting, documentation and closure of all audit and regulatory requirements.
- Understand the applicable regulatory requirements to ensure testing is adequately designed to identify potential control gaps and non-compliance with regulatory requirements, best practices, and internal policies and procedures.
- Responsible for managing and overseeing the standards of the procurement function, including but not limited to the Supplier Code of Conduct and responsible procurement matters.
- Execute work across procurement teams to deliver sound procurement practices that align to Procurement’s strategic vision and audit requirements.
- Monitor and analyze operational data to identify trends, issues and opportunities, and provide feedback to managers in pursuit of analytical-based recommendations/solutions.
- Support the establishment of a One Procurement culture, through various channels of communications and standardization of process.
- Prepare and present on Procurement strategies/process using synthesis, data visualization, and storytelling.
- Manage Procurement’s Business Continuity plan and execution.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Actively pursue effective and efficient operations of respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk.
- Champion a high-performance environment.
- Post Secondary Education
- 3+ years’ previous experience in compliance, audit, governance, financial services, and/or procurement related field
- Experience in audit/regulatory compliance and resolution processes.
- Ability to analyze data and draw meaningful insights.
- Experience in governance and testing procedures.
- Advanced experience using Microsoft Office products (Excel, PowerPoint, Word, Outlook).
- Knowledgeable in project management methodology and techniques, performance evaluation, and change management principles.
- Strong problem solving and analytical skills.
- Excellent verbal and written communication skills; ability to effectively communicate with senior management.
- Proven ability to balance multiple priorities, adapt to constantly changing business environment, work independently, drive projects to completion, and meet deadlines in a fast paced environment.
- Knowledgeable in financial services and regulations (e.g., OSFI, OCC, CFPB, UDAAP, CDIC) and how they are applied to Third Party relationships is preferred.
