Overview

It’s an exciting time to join the Maintenance and Delivery Section within Transportation Services, who leads the Division’s state-of-good-repair and capital project delivery programs to ensure Toronto’s streets are vibrant, safe and well maintained. The Maintenance and Delivery section is responsible for a significant maintenance and capital delivery portfolio that ranges from street, sidewalk, and bikeway repairs, multi‑modal capital project delivery, electrical capital and maintenance delivery, and the installation and maintenance of signage and pavement markings.

Development, Delivery and Inspections (CDDI)

We are currently recruiting for the manager of the CDDI Area 1 (Downtown Toronto, East York and Scarborough) unit. CDDI is at the forefront of delivering operating and capital programs with a strong focus on sustainability, equity, and multi‑modal transportation solutions. CDDI delivers road resurfacings, expressway maintenance, bridge maintenance, sidewalk repairs, new sidewalks and bikeways, green infrastructure and so much more.

Key Responsibilities
  • As the Manager, you will report directly to the Director of Maintenance and Delivery Services and provide team and project management, and technical expertise in the planning, construction and operations of transportation infrastructure.
  • Lead a diverse team comprised of exceptional staff that develop and manage multiple permanent public right of way maintenance and capital project contracts including determining the scope of maintenance programs, prioritizing competing maintenance requests, and effectively managing staff who oversee contractors and contractor performance.
  • Oversee the downtown Toronto area, managing overlapping projects, priorities, and many of Toronto’s important historical, tourist, and Business Improvement Area sites.
  • Lead a small‑scale civil delivery team that implements citywide multi‑modal projects including new sidewalks, bulb‑outs, key cycling connections and complex pavement marking projects.
  • Support the execution of winter maintenance services for all roads, sidewalks, and bike lanes within a specified geographic area.
  • Provide team and project management, and technical expertise in the planning, construction and operations of transportation infrastructure daily, reviewing and directing the work of staff in preparing bid packages and delivering awarded contracts.
  • Provide responsibility for ongoing or annual street maintenance programs, engineering proposals, winter maintenance programs and new initiatives, ensuring compliance within guidelines and budget.
  • Manage competing priorities for new maintenance projects and programs, ensuring best outcomes for residents.
  • Lead a multi‑disciplinary project team of approximately 55 staff, supervising professional engineers, technical and administrative personnel, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
  • Control project expenditures within approved budget limits, participate in preparing capital and operational budgets, and deal with complex cost‑sharing arrangements for municipal infrastructure construction.
  • Read, interpret and report on technical documents, drawings and specifications in a timely manner.
  • Represent the Division/Department at meetings with the public, stakeholders and councillors, and act as a leader at project and organizational meetings with other City divisions, contractors, partners and members of the public.
Key Qualifications
  • Post‑secondary education in Civil Engineering, Transportation or Planning, or public administration and/or an equivalent combination of education and experience.
  • Extensive experience in contract development and delivering large operations and multi‑modal construction contracts from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  • Considerable management experience with an emphasis on continuous improvement and development of team culture, morale and individualized staff development to promote and support a high‑performing team.
