The GO Expansion On-Corridor Works scope : new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.

Could you be the full-time Permits, Licenses and Access Agreements (PLAA) Manager in Toronto we’re looking for?

Your future role

Take on a new challenge and apply your strategic and regulatory expertise in a dynamic and impactful field. You’ll work alongside a collaborative and forward-thinking team of professionals.

You'll play a pivotal role in ensuring that all regulatory, contractual, and stakeholder requirements are proactively managed and seamlessly integrated into project delivery. Day-to-day, you’ll work closely with cross-functional teams across the business (engineering, construction, planning/scheduling), lead engagement with key authorities, and oversee the end-to-end delivery of all PLAA activities, ensuring compliance and alignment with project goals.

You’ll specifically take care of developing and owning the PLAA Management Strategy, including permitting plans and regulatory engagement approaches, but also ensure alignment with the overall project schedule and risk management plan.

We’ll look to you for:

  • Developing and implementing the PLAA Management Strategy, including prioritization frameworks and governance processes

  • Establishing and overseeing PLAA tracking systems to ensure accuracy, auditability, and compliance

  • Leading engagement with key authorities and stakeholders, managing complex negotiations and approvals

  • Overseeing the delivery of permits, land access agreements, and third-party approvals

  • Identifying and mitigating risks associated with critical path permits and approvals

  • Ensuring integration of PLAA requirements into design development and construction planning

  • Providing clear and concise reporting, including dashboards, risk registers, and executive-level briefings

  • Managing and mentoring the PLAA team, fostering capability development and ensuring resource alignment

  • Bachelor’s degree in a relevant field (, engineering, urban planning, environmental studies, or related discipline)

  • 10+ years of experience in permits, approvals, or regulatory management on major infrastructure projects

  • Proven experience leading PLAA or permitting functions

  • Extensive knowledge of the GTHA regulatory environment and authorities

  • Demonstrated leadership and stakeholder negotiation experience

  • Experience on transit megaprojects (, Metrolinx, PPP projects) is an asset

  • Strong understanding of construction sequencing and design integration

  • Proficiency in strategic risk management and governance processes

  • Exceptional decision-making and problem-solving skills under pressure
