POSITION OVERVIEW

The Toronto Transit Commission (TTC) is seeking an experienced and strategic project management leader to oversee a portfolio of major rail vehicle and related capital programs. Reporting to the Head of Vehicle Programs, the Senior Project Manager is responsible for all phases of rail vehicle projects, including the full lifecycle of Subway Train and Streetcar procurement programs.

The Senior Project Manager provides leadership across multidisciplinary teams delivering complex, multi-year rail capital initiatives. Through effective governance, stakeholder engagement, project controls, and team leadership, this role ensures projects are delivered safely and efficiently while meeting TTC objectives, quality standards, budget commitments, operational requirements, and long-term asset management goals.

SCOPE & RESPONSIBILITIES

The duties of this role will include but are not limited to the below:

Strategic Portfolio, Program Delivery & Operational Readiness
  • Lead a portfolio of multi-year rail vehicle capital programs and projects involving procurement of transit vehicles, associated infrastructure and special projects, ensuring delivery with TTC requirements for scope, schedule, budget, quality, safety, and operational performance.
  • Provide leadership and direction to Project Managers, Program Managers, engineers, consultants, and cross-functional project teams across all phases of delivery (planning, procurement, design, testing, commissioning, operational readiness, and project close- out).
  • Establish and promote project management governance, standards, best practices, audit and assurance action plans, and continuous improvement initiatives to support consistent, effective, and accountable project execution.
  • Ensure rail vehicle projects are designed, procured, constructed, certified, commissioned, and transitioned in accordance with TTC standards, regulatory requirements, stakeholder expectations, and operational needs.
  • Oversee readiness assessments, stakeholder impact evaluations, and change management activities, including communications, training, transition planning, and operational handover.
Contract, Commercial, Financial & Risk Management
  • Support the development and management of capital budgets, forecasts, project financial plans, and resource requirements to ensure effective stewardship of TTC resources.
  • Oversee project controls, contract administration, schedule management, quality assurance, risk management, and performance reporting across assigned portfolios and programs.
  • Lead risk identification, mitigation, escalation, and resolution activities, proactively monitoring impacts to cost, schedule, quality, safety, operational performance, and human resources.
  • Manage contractual compliance, change management, commercial negotiations, claims resolution, and payment administration in accordance with TTC requirements and project objectives.
