The Sr. Manager, PM Talent & Resources is a strategic leadership role responsible for the end-to-end talent lifecycle, capacity planning, and resource allocation of our Project Management and Technology Portfolio Management teams. In this role, you will bridge the gap between business demand and delivery capability. You will not only ensure that our high-priority technology portfolios and projects are staffed with the right leadership, but you will also serve as the direct people manager, coach, and career advocate for a pool of high-performing PMs and Portfolio Managers.
This role is hybrid (2 - 3 days/week in the office) - based in Toronto, ON
Key Responsibilities Resource Management & Strategic Allocation- Capacity Planning:
Architect and maintain the enterprise resource capacity model for the PMO, forecasting future talent needs based on the technology roadmap. - Strategic Staffing:
Match Project Managers and Technology Portfolio Managers to specific initiatives, balancing project complexity and skill sets with individual career goals. - Conflict Resolution:
Act as the primary point of contact for staffing conflicts, competing priorities, and resource constraints across tech portfolios, negotiating solutions with senior tech stakeholders. - Utilization Tracking:
Monitor and report on team utilization, burnout risks, and allocation health, using data to justify future hiring requests.
- Direct People Management:
Act as the direct line manager for the pool of Project Managers and Portfolio Managers, conducting regular 1:1s, performance reviews, and compensation planning. - Career Architecture:
Define clear career paths, competencies, and professional development plans for your team, transforming the resource pool into a world-class delivery practice. - Mentorship:
Coach team members on advanced stakeholder management, technical delivery strategies, agile methodologies, and portfolio governance. - Hiring & Onboarding:
Lead the recruitment, interviewing, and onboarding of top-tier PM and Portfolio Management talent to scale the team effectively.
- Skills Assessment:
Maintain a continuous matrix of the team's technical skills, domain expertise, and methodologies (Agile, Waterfall, Hybrid) to ensure optimal team alignment. - Process Improvement:
Partner with PMO leadership to refine resource request workflows, resource management tools (PPM software), and onboarding frameworks. - Community of Practice:
Champion a collaborative culture by fostering knowledge sharing, standardizing delivery toolkits, and establishing a unified delivery community.
- Experience:
7+ years of experience within a PMO environment, with at least 3+ years explicitly spent managing, coaching, or heavily influencing the allocation of senior-level personnel (e.g., Senior PMs, Program Managers, Portfolio Managers) of more than 20 people. - Leadership:
Proven track record of direct people management, with a genuine passion for mentorship, career development, and building inclusive, high-performing teams. - Domain Knowledge:
Deep understanding of Project Management methodologies (Scrum, Kanban, SAFe, Waterfall) and Portfolio Management principles. You must speak the language of tech delivery. - Negotiation & Influence:
Exceptional communication skills with the ability to say 'no' constructively, manage senior executive expectations, and navigate complex matrixed organizational structures. - Tooling:
Hands-on experience with modern Project & Portfolio Management (PPM) and resource allocation software (e.g., Jira Align, Smartsheet, Planview, Asana, ).
Salary Range: 140,000/year - 160,000/year CAD
