Toronto Parks and Recreation delivers services and spaces that enhance the quality of life for millions of residents. From parks, trails, playgrounds and community centres to pools, arenas and sports facilities, these assets are critical to creating vibrant, healthy, and connected communities. Supporting this mandate, the Capital Projects, Design & Delivery Branch oversees capital planning, design, construction, asset management, and state of good repair investments through an ambitious 10-year capital program valued at more than 4 billion dollars.

The City of Toronto is seeking a strategic and accomplished infrastructure leader to serve as Director, Capital Design & Delivery.

Reporting to the General Manager, Parks and Recreation, the Director leads one of the City's most visible and complex capital portfolios, overseeing the planning, design, construction, renewal, and long‑term stewardship of parks and recreation infrastructure across Toronto.

With hundreds of active projects underway at any given time, the portfolio spans community centres, parks, trails, playgrounds, pools, arenas, waterfront improvements, public realm projects, and major state of good repair initiatives. The Director will lead through complexity, balancing construction delivery, engineering governance, financial stewardship, stakeholder expectations, and political priorities to ensure successful project outcomes.

An experienced infrastructure executive with a strong track record leading large‑scale capital programs and multidisciplinary teams, you bring deep expertise in construction, engineering, project governance, asset management, and capital budgeting. You have proven ability to establish rigorous processes, manage risk, and oversee significant public investments with confidence and accountability.

As the Director, you will play a critical role in ensuring the successful delivery of a complex capital portfolio by anticipating and addressing emerging risks, operational challenges, and external pressures. As a key strategic advisor to the General Manager, you will drive innovation and continuous improvement, advancing modern delivery approaches, emerging technologies, and enhanced project controls to strengthen program performance. Through a commitment to accountability, collaboration, and high‑quality execution, you foster a culture that supports agile decision‑making, continuous improvement and successful outcomes across the capital program.

Equally important is the political acumen and relationship management capability required to succeed in a highly visible municipal environment. The Director will work closely with elected officials, senior leaders, community stakeholders, consultants, agencies, and government partners, navigating competing interests while maintaining focus on service excellence and project delivery.
