The Team

As part of the Regulations & Safety organization, Regulatory & Licensing manages engagement with regulatory authorities and supports licensing activities for Valar's technologies and facilities. The team ensures regulatory compliance while advancing strategic business objectives.

The Role

The Licensing Engineer 3 is a senior licensing engineer who develops assigned portions of license applications and safety basis documents and owns assigned chapters or topic areas end-to-end: planning inputs, authoring, coordinating subject-matter-expert (SME) review, and resolving regulator comments to closure. Senior engineers set the standard for document development and mentor other licensing staff.

Key Responsibilities
  • Author assigned application and safetybasiscontent following the structure and order of the governing regulations, standards, and guidance.
  • Build and maintain compliance matrices and regulatory conformance descriptions for assigned requirements, including graded-approach positions.
  • Populate content derived from source documents and annotate it with the source document identifier and revision, then route it to the cognizant SME to verify the source and confirm correctness, minimizing SME authoring burden.
  • Identify the specific SME inputs required for assigned scope; coordinate active SME review and approval within defined swim lanes.
  • Prepare responses to regulator requests and comments for assigned scope; track resolution to closure.
  • Maintain assigned chapter care packages: reference sets, current inputs, and approved baselines.
  • Mentor other licensing engineers and review their work products.
Basic Qualifications
  • Bachelor's degree in engineering ora related science field.
  • Ten (10) or more years of experience in nuclear licensing, regulatory affairs, or related experience, including regulatory document or safety analysis authorship.
  • Strong technical writing and document planning skills.
Preferred Skills and Experience
  • Direct regulator interaction experience (requests foradditionalinformation, audits, meetings).
  • Advanced reactor, research reactor, or fuel facility licensing experience.
  • Experience mentoring or leading document development teams.
