The Neighborhood Services Division provides a number of services that preserve the appearance, character and quality of our neighborhoods and our community. These efforts promote and maintain the high standards that make Torrance such a desirable place to live and do business.
Services provided under the Code Enforcement unit include investigating violations related to property maintenance (e.g., junk, weeds), unpermitted construction, illegal land use, noise complaints, and abandoned vehicles, while encouraging voluntary compliance through education.
The PositionThe Community Development Department's Neighborhood Services Division is seeking a Code Enforcement Officer to respond to, investigate, and analyze reported violations of the municipal code such as zoning regulations, noise standards, signage, property maintenance, and environmental ordinances. The Code Enforcement Officer reviews building and permit applications to determine zoning and environmental regulations compliance, assists builders in correcting plans to comply with the City planning, environmental, and zoning laws and regulations, inspects and monitors new and existing developments to enforce municipal codes and environmental regulations, prepares code enforcement case records and reports, and performs related duties as required.
Incumbents must be able and willing to work rotating shifts, weekends, and evenings. Schedules change based on the department's operational needs. The current schedule for the vacant position is:
Week 1 - Sunday: 7AM-5PM;
Monday and Tuesday:
Off;
Wednesday: 12PM-9PM;
Thursday - Saturday: 7AM-5PM
Week 2 - Sunday: 7AM-5PM;
Monday-Wednesday:
Off;
Thursday - Saturday: 7AM-5PM
Any combination of education and experience that provides the required knowledge and skills is qualifying.
A typical way of obtaining the necessary knowledge and abilities is:
Graduation from high school or equivalent and two years of public contact work experience relating to the interpretation and enforcement of municipal rules and regulations, complaints procedures, zoning enforcement, code enforcement, or related field.
Experience in code enforcement in a governmental agency or closely related field of an investigative nature is preferred.
License and CertificatesMust possess and maintain a California Class C driver’s license.
Incumbents must complete the following requirements within one year of appointment:
- California Peace Officer Standards and Training (POST) PC 832 Arrest and Firearms Course.
- California Association of Code Enforcement Officers (CACEO) Basic Level module certificate.
Successful candidates will possess the following:
- Experience in the enforcement of Federal, State and local laws, codes, environmental and zoning regulations and related ordinances;
