POSITION SUMMARY

Under the supervision of the Program Director/Designee of Senior Programs, the Congregate Meal Site Manager is responsible for the overall management and administration of the Congregate Meal Program and will substitute for other Congregate Site Managers as needed. The scope of responsibility includes, but is not limited to, staff development and supervision, volunteer development, member involvement and satisfaction, new client assessments and quarterly reassessments of existing clients, and supervision of the Home Delivery Coordinator/Case Worker.

ESSENTIAL

FUNCTIONS Program Operations and Development
  • Operate the Congregate Meal program based on target market and in compliance with LA County Aging & Disabilities Department guidelines and supervise Home Delivery Program as needed.
  • Oversee and conduct ongoing program and member evaluations and surveys to ensure a high level of quality programs and services are maintained at all times.
  • Continually evaluate programs to ensure outcomes align with the needs of the community and the branch strategic plan.
  • Develop annual marketing plan including mailings, advertisement and community outreach.
  • Develop, implement and achieve enrollment goals identified in Branch Annual Tactical Plan/Operating Plan.
Fiscal Management
  • Manage daily meal donation system for Congregate and Home Delivery program participants.
  • Input daily participant activity into AAA software system for timely receipt of monthly funding invoicing.
  • Manage filing systems and reports for AAA grant and audit preparations.
  • Follow YMCA and LA county cash handling policies and procedures
Staff Supervision and Development
  • Assist with hiring staff using screening tools and panel interviews. Ensure that all new employees participate in the New Employee Orientation Program, Child Abuse Prevention Training and complete the appropriate new hire checklists within 60 days.
  • Provide supervision to Senior Nutrition staff assuring all are qualified and meet minimum performance standards for their position.
  • Review and evaluate staff and volunteer performance annually.
  • Provide positive and corrective feedback to staff on a regular basis.
  • Provide training for staff and volunteers on an ongoing basis through staff meetings, personal consultation, special courses and workshops.
  • Participate in monthly Quality Assurance staff meetings.
  • Communicate effectively with all levels of staff and volunteers.
  • Maintain a high level of staff professionalism by enforcing staff policies, including association uniforms and name tags.
  • Ensure appropriate staff coverage in all assigned programs and services. Fill in as needed.
  • Assist the branch management team in maintaining high staff morale, high staff retention, and positive results from the annual staff satisfaction survey.
Volunteer Development
  • Identify program volunteer positions and assist with the identification, recruitment and tracking of program volunteers.
  • Recruit, train and supervise all volunteers.
  • Ensure all volunteers have completed YMCA requirements before starting to volunteer.
Administration
  • Establish and successfully meet annual goals and objectives for all areas within the department.
  • Maintain up to date and accurate Congregate Meal Client files in the AAA computer system and hard file documents.
  • Maintain commitment to safety through regularly scheduled and documented on-site safety inspections. Meet Association standards for safety and risk management at all times.
  • Comply with all Association, branch and AAA specific policies and procedures.
  • Meet all reporting deadlines.
  • Ensure all equipment and program areas are tidy, clean and in proper working order. Resolve any problems promptly and appropriately.
  • Manage office systems and records effectively.
