Salary: $107,000 – $152,000 annually (actual amount depends on education and experience)
Relocation: College pays up to $2,000 for relocation expenses

Job SummaryThe Chief Financial Officer / Associate Vice President of Administrative Services is the senior financial executive for the college, providing executive leadership, oversight, accountability, and strategic direction for the College’s financial operations. The role is responsible for budget development and execution, working capital management, financial reporting, audit coordination, internal controls, procurement, grant management, long‑range financial planning, and strategic financial analysis, ensuring compliance with Wyoming statutes, the Wyoming Community College Commission (WCCC) requirements, federal regulations, and Board policy.
In this dual‑role capacity, the CFO/AVP works closely with the Vice President for Administrative Services and other executive leaders to support the college’s mission, strategic goals, fiscal sustainability, operational effectiveness, compliance obligations, and campus service environment.
The position provides leadership and oversight in operational areas such as facilities and maintenance, grounds, custodial services, transportation, safety and security, purchasing, auxiliary operations, risk management, contracts, capital projects, budgeting support, and other institutional administrative functions.
Responsibilities- Develop and execute the college’s annual budget and long‑term financial plans.
- Manage working capital, cash flow, and fund accounting.
- Oversee financial reporting and audit coordination; maintain internal controls.
- Lead procurement, grant management, and vendor contracts.
- Provide strategic financial analysis and forecasting to support institutional planning.
- Ensure compliance with state, federal, and institutional regulations.
- Supervise the Business Office, including the Director of Accounts Payable and Accounts Receivable.
- Serve as a member of the President’s Cabinet and executive leadership team.
- Support the Eastern Wyoming College Foundation as needed.
- Travel occasionally and be available for extended hours or occasional weekends as required.
- Bachelor’s degree in Accounting or Finance from an accredited institution.
- Minimum five (5) years of progressively responsible financial leadership experience, preferably in higher education, public sector, or governmental finance.
- Experience with budget development and financial forecasting.
- Experience in audit coordination and internal controls.
- Experience in cash flow and fund accounting.
- Experience in regulatory compliance and reporting.
- Excellent proficiency with Microsoft Excel and complex spreadsheets.
- Strong oral, written, and interpersonal communication skills.
- Current and valid state‑issued driver’s license.
- Master’s degree in Accounting, Finance, Business Administration, or related field.
- Professional certification such as CPA, CMA, CGFO, or similar.
- Deep understanding of the higher education landscape and emerging trends.
- Expertise in budget development, fiscal management, revenue generation, and strategic planning.
- Experience supervising and evaluating personnel.
- Knowledge of applicable local, state, and federal laws and regulations pertaining to higher education facilities.
- Previous experience as a CFO, VP, or senior executive in higher education.
- Experience with in a community college system, especially in Wyoming or familiarity with WCCC funding models.
- Experience in a President’s Cabinet or senior leadership advisory team.
- Experience with community college finance, WCCC funding models, Wyoming fiscal requirements, public higher education capital construction, major maintenance processes, revenue generation strategies, enterprise systems implementation, and data‑driven decision‑making tools.
