Job Description

The purpose of this position is to manage the financial aspects of the operation of the regional school district, in accordance with Massachusetts General Law (MGL). The School District is required to employ a District Treasurer who works independently under the control of the School Committee and in collaboration with the School Business Office. The role requires initiative and independent judgment in applying prescribed policies, procedures, and methods, and performs all other related work as required.

Functions
  • Responsible for the cash management of the School District funds.
  • Serves as the custodian and signatory of all district cash.
  • Approves all payroll and expense warrants.
  • Transfers all cash for warrants.
  • Responsible for the debt management of the School District.
  • Serves as the audit liaison.
  • Serves as the OPEB trustee.
  • Invests school funds, maintains custody of trust funds and records of all investments and income.
  • Serves as the 403B plan signatory.
  • Provides support to the Business Office as necessary.
  • Serves as the pension liaison to the Middlesex County Retirement System.
  • Performs similar or related work as required, directed or as the situation dictates.

Supervision: Complexity:
Performs varied and responsible functions requiring a thorough knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures. Independent Action:
Works under the general direction of the School Committee Chair following department rules, regulations and policies, requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule. Supervisory Responsibility:
None.

Work Environment

Work is performed in an office environment. The majority of work is performed in a moderately noisy work environment, with frequent interruptions. Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment. Makes frequent contact with school department staff and the School Committee. Employee may have access to departmental confidential information. Errors could result in delay or loss of service and financial and/ or legal ramifications.

Minimum Qualifications

Education, Training and

Experience:

Bachelor’s Degree in Accounting, Business, or Public Administration;
Certified Massachusetts Municipal Treasurer (CMMT) or in the process of attaining such certification, CPA preferred. Must be bondable. Three to five (3-5) years of municipal financial management experience, or any equivalent combination of education, training, and experience.

Knowledge, Ability and Skill: Knowledge of financial management principles and specific legal controls, methods and procedures of municipal finance; broad knowledge of MGL as it relates to district and municipal chapters; banking, retirement and insurance requirements; computer applications for accounting and financial management; accounting software and Microsoft Office products; working knowledge of office procedures and practices. Ability to establish and maintain effective relationships, communicate effectively, manage and prioritize tasks, and prepare accurate reports.

Skill in leadership, diplomacy, written and oral communication, administrative tasks, computer applications, and working with numbers and details.

Physical Requirements: The role requires frequent sitting, listening, speaking, and occasional walking. The employee must handle and manipulate objects up to 15 pounds, reach with hands and arms, and operate a keyboard and calculator at efficient speed. Vision and hearing must be at or correctable to normal ranges.
