Essential Duties And Responsibilities- Business Licenses:
Collect information from customers in English and Spanish, type proper forms, obtain approval from County Assessment/Treasury office, calculate and collect fees, verify municipality codes, issue new and renewal licenses and file. - Marriage Licenses:
Collect information from customers in English and Spanish, verify identification and current marital status, provide information on license usage, set appointments for ceremonies if necessary, and collect proper fees. - Civil/Marriage Ceremony:
Perform marriage ceremonies in English and Spanish by appointment, ensure both parties sign the Marriage Docket, and collect proper fees. - Certified Copies:
Issue certified copies of marriage licenses and assist the public in obtaining marriage license records, collecting proper fees. - Swear in notary publics and special police commissions in English and Spanish, ensure they sign the test book and enter information in the computer, collecting proper fees from notary publics.
- Authenticate notary signatures by verifying status of notary and issuing authentication certificates, collecting proper fees.
- File and record foreign marriages:
Verify citizenship of one party, confirm document is original with proper seal and translation, enter information in the computer, issue certified copies, and collect proper fees. - Answer telephone and provide information on license department procedures and other state agencies in English and Spanish.
- Operate cash register, ensure proper charge codes are used, accept credit cards, close cash register end‑of‑day, and reconcile all funds collected, ensuring all necessary documentation is submitted.
- Education:
High school diploma (or GED equivalent). - Experience:
One (1) year of general clerical experience. - Preferred:
Knowledge of the E‑License and Marriage in Maryland (MIM) program. - Education Alternatives: A bachelor’s degree, a paralegal/associate’s degree, or 60 college credits may substitute for the required work experience.
- Certification: A paralegal certificate may substitute for the required work experience.
- Language Proficiency:
Qualified bilingual licensing clerks must demonstrate strong Spanish language proficiency and achieve a minimum score of 10 on the ALTA Proficiency Exam.
- Knowledge of general office practices, procedures, and equipment.
- Knowledge of judicial policies, procedures, and forms.
- Knowledge of customer service etiquette.
- Skill in applying job‑related terminology, codes, policies, procedures, rules, regulations, and laws.
- Skill in communicating information effectively in English and Spanish.
- Skill in analyzing records, reports, and other business documents, noting details and facts pertinent to the assignment.
- Ability to speak, read, and write in Spanish at a proficient level.
- Ability to assist and provide information to Spanish‑speaking customers.
- Ability to accurately convey basic legal and procedural information in Spanish without giving legal advice.
- Ability to use standard office and business equipment including personal computers, word processing, spreadsheets, database software, copier, calculator, register, scanner, and fax machine.
- Ability to use and maintain alphabetical and numerical filing systems.
- Ability to communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
